NEW FOOTERS ARE 13.5 DEEP AND EACH ARE A DIAMETER OF 5'. THE PIPE IS 30" FROM FOOTER TO FIRST 28' OF SIGN HEIGHT. 18" DIAMETER TWIN POLES EXTEND ABOVE THAT. CONFLICTING DRAWINGS SHOW A 70' HEIGHT AND A 67' HEIGHT - BOTH WITH NOTES NOT TO EXCEED 48' ABOVE FREEWAY AND TO MARK SIGN. CONTRACTOR SENT THESE DRAWINGS BACK TO ENGINEER FOR REVIEW.

Structural reviewer has requested calcs, staff will resume microfilm research.

Santa Cruz (Electric/Outdoor Lighting Code) Eric Newcomb (Structural) Permit: T18OT00587 1) Contacted contractor 6/5/18 via email to separate freestanding sign from freeway sign permit. Freestanding sign does not meet setbacks, sign area for a monument - is a pole sign size criteria that still requires a committee process review. (The sign was not reviewed in further detail and further comments may be forthcoming.) Once that sign permit is received, a referral will be issued for that process, with applications, to the contractor and staff will submit the proposal with the referral outlining code versus the request. Review process is 3 weeks from submittal to Director's decision notice. THE REMAINING COMMENTS ARE SOLELY FOR THE FREEWAY SIGN: 2) SIGN STANDARDS: U.D.C. 7A: A) Acknowledged site qualifies for a freeway sign as a commercial zoned/use and as a premise with a hotel/restaurant. Proposal consists of the removal of existing sign cabinets and installing new cabinets on existing supports. B) SETBACK UDC 7A.6.7- on site plan, show property line on aerial (or use site plan drawing to scale) dimension setback of sign from closest leading edge of cabinet to face of curb of I-10 frontage road. (Acknowledged dimension to base pole provided, however, cabinet overhangs. Dimension between pole edge and sign cabinet edge. Sign must be on site, ADOT does not allow occupancy in right of way C) Provide side elevation view of the signs with all cabinets, covers, distance noted between faces and any raised lettering from panel. D) Label structural component (made of?) between faces. E) HEIGHT - 7A.6.5.B. - The ADOT plans for elevation of I-10 are prior to 2010 construction. Staff is assisting with obtaining as built plans. Height will be reviewed at next submittal, and cannot exceed 48' above grade of freeway travel lane closest to the site. F) Digital reader boards - 7A.6.4.C. - provide notation on plans that states: "digital reader boards may change message one time per minute, without any form of animation". G) Clarify manufacturer of digital reader boards and provide specs for operation and manufacturing and full dimensions (depth). H) Specify one digital reader board is a "master" unit and controls the second on the opposite side, and note where control is located and method of synchronization - (to qualify still as double faced signage). 3) ELECTRICAL - NEC 600 - Enlarge all electrical specifications for scanning (volts/amps/circuits) and review to 9 point font. A) Plan indicates 6 circuits to digital signs. Clarify where power coming from, can be added as part of sign permit review "customer to provide six additional dedicated circuits for new LED display. Note shut offs for each circuit. Is this a feeder and subpanel at the sign -? ID panel location and provide specifications. B) Signage must be UL listed, indicate. 4) OUTDOOR LIGHTING CODE - chapters 4 & 5 A) PER OLC 501.5, NOTE ON PLANS: "Digital LED signs must dim to 200 NITS from sunset to sunrise." B) Note method of control for dimming - i.e. photocell, laser sensor or timer and location. 5 STRUCTURAL - IBC. A) Provide construction diagrams showing how signage mounted to poles (label all bolt sizes, bearing plates, welding, etc.) B) Provide calc input sheets for load design; no dimensions provided to verify calc data. Note calcs relate to sheet "S.1." C) Original sign permit with footer diagram required to proceed. Staff to assist with record search. D) PER IBC 3404.4, Examine original footer diagram, demonstrate required elements for original structural design during code construction and compare current code. E) Special Inspection form may need revising depending upon examination of construction details. 6 Further comments may be forthcoming, depending upon responses provided.
12/12/2018 COT - ENGR - Signage Final Hthrall Continued Entered by HTHRALL1 - Emailed reminder to YESCO that need their special inspection form completed and to call in electrical and final inspections ASAP. Sign is operating and complaint received of digital message changing more than one time a minute and with animation. (Western Technologies conducted inspections 10/4/18 per email from YESCO, but no special inspection form turned back in yet.) Re-locking permit after note entry until form received.
