11/27/2018 | INSP - INITIAL CODE ENFORCMENT | Approved | VISITED THE SITE AFTER SPEAKING WITH UNION PACIFIC AGENT JACK JARVIS. MR JARVIS GAVE APPROPRIATE DIRECTIONS AND I WAS ABLE TO FIND THE AREA. BETWEEN 119 AND 191 E TOOLE THERE IS A LARGE PARKING LOT ON THE NORTH END OF THE PARKING LOT, OR END OF PARKING IS A 4 FT WIRE FENCE. THE PAKING LOT IS ELEVATED FROM UNION PACIFIC LAND. BELOW THE PARKING LOT ARE WHAT LOOKS TO BE CONCRETE DRAINAGE DUCTS THAT ARE APPRX 3 FT X 2FT AAND PARTIALLY FILLED WITH ROCK AND DIRT. IT SEEMS DIFFICULT TO GET INTO THE AREAS BUT MR JARVIS STATES THE PERSON COMES AND GOES AND HAS BEEN TICKETED BY UNION PACIFIC SEVERAL TIMES, AND LIVES IN THE DRAINAGE. MR JARVIS IS AFRAID THAT THE LOT COULD COLLAPSE ON THE PERSON IF A HEAVY TRUCK IS PARKED ON TOP. CULVERTS SEEM TO BE EVERY 10 FT AND I IMAGINE THAT THE LOT WAS DESIGNED WITH THE CULVERTS TO HOLD VEHICLES IN THE LOT WITHOUT FAILURE. I HAVE WITNESSED FIRE TRUCKS DRIVING THE LOT. I SPOKE WITH MARTIN ROMERO AND EXPLAINED THE LAY OUT OF THE LOT AND UNION PACIFIC PROPERTY. MARTIN FEELS THAT BECAUSE THE PROPERTY HAS TO BE ENTERED FROM 7TH AVE ONTO UNION PACIFIC PROPERTY THAT IT IS OUT OF OUR JURISDICTION. MARTIN ASKED WE CLOSE THE CASE. |
