I EXPLAINED THE ONLY REASON WE DID NOT SHUT DOWN AND SECURE THE TRAILER WAS BECAUSE OF A REQUEST BY APS TO ALLOW APS TO FIND HOUSING FOR THE OCCUPANTS. RICK AGREED THAT MAYBE WE SHOULD WAIT TO HEAR FROM APS.
07/16/2018 INSP - FOLLOW UP CODE ENFORCE Approved RECEIVED CALL FROM APS., ANGELA WHO STATED THEY WERE GETTING A RUN AROUND FROM RED CROSS BUT THINKS SHE CAN GET A WEEK FROM RED CROSS, AND THEN AFTER HOPES TO BE ABLE TO PUT THEM IN A APARTMENT THRU THE HELP OF APS.
07/16/2018 INSP - FOLLOW UP CODE ENFORCE Approved REVISITED SITE, MET WITH ANGELA OF APS AND KELLY OF TPD AND ALL MET WITH THE HOME OWNER OF THE TRAILER WHO WAS VERY WILLING TO TALK TO EVERYONE. APS INFORMED THE OWNERS THAT THEY WERE TRYING TO FIND A PLACE FOR THEM TO STAY BUT WOULD LIKE TO HAVE TRANSPORTED TO UMC FOR A HEALTH EVALUATION, THE OWNERS AGREED. ANGELA CONTACTED TRASPORTATION WHO DID APPEAR LATER. TPD AND C/E INFORMED THE OWNERS THAT THE TRAILER IN THE CONDITION THAT IT WAS IN WAS NOT LIVABLE, AND THE OWNERS AFTER MUCH DISCUSSION AGREED TO LEAVE THE TRAILER AND ALLOW C/E TO SECURE BY BOARD UP THE ENTIRE TRAILER. ARCADIAN WAS CONTACTED TO SECURE THE TRAILER AND ASKED TO PROVIDE A HASP FOR THE REAR DOOR SOO THAT OWNERS COULD COME AND GO TO GET BELONGINGS. TRAILER WAS SECURED AND POSTED UNFIT TO OCCUPY.
07/13/2018 INSP - FOLLOW UP CODE ENFORCE Approved REVISITED SITE AT THE REQUEST OF APS, ANGELA EXPLAINED THAT ORIGINAL INSPECTOR ANGEL WAS UNABLE TO BE HERE SO I WOULD CONDUCT THE INSPECTION. ORIGINALL OWNERS OF THE TRAILER DID NOT ALLOW CITY INSPECTOR TO INSPECT THE TRAILERBUT SINCE HAVE HAD A CHANGE OF HEART AND ALLOWED APS AND C/E TO INSPECT THE TRAILER. PRIOR TO MY ARRIVAL APS INSPECTOR ANGELA DID ENTER AND INSPECT THE TRAILER. I LATER ASKED OWNERS PRIOR TO MY INSPECTION IF THEY WERE OK WITH MY ENTERING THE UNIT, THEY BOTH SAID YES, RON AND JOANNE. MY FINDINGS ARE AS FOLLOWS:
>UPON ENTERING THE TRAILER I FOUND THE DROPPED ACOUSTICAL CEILING THRU OUT THE TRAILER BUCKLED AND IN A DETERIORATING CONDITION.
> IN CERTAIN AREAS OF THE TRAILER THE CEILING TILES WERE GONE EXPOSING THETRUSSES WHICH WERE ALSO SHOWING DETERIORATION. AREAS WERE FOUND IN THE BACK OR NORTH BEDROOM, IN THE HALLWAY AND IN THE LIVINGROOM AND KITCHEN.
> IN THE EXPOSED TRUSS AREAS I ALSO FOUND EXPOSED ELECTRICAL WIRING, HAZARDOUS ELECTRICAL WIRING I THE HALLWAY AND I COULD NOT GET TO ANY ELECTRICAL OUTLETS.
>THERE WERE NOT EXITS IN THE REAR/ NORTH AND HALLWAY BEDROOM, AND BLOCKED EXITS IN THE KITCHEN, LIVINGROOM AREAS.
>BATHTUB AREA WAS DETERIORATED, TOILET NOT WORKING PROPERLY, AND ONLY HOTWATER WORKED IN THE BATHROOM SINK.
>HOLES IN THE FLOORING WERE COVERED WITH MULTIPLE LAYERS OF RUGS.
>HOARDING SITUATION THRU OUT THE STRUCTURE. TRASH AND DEBRIS THRU OUT AND PERSONAL BELONGING STACKED IN FRONT OF WINDOWS AND DOORS.
OWNER JOANNE CORINIE IS IN A WHEEL CHAIR AND ON OXYGEN 24/7. THE CONDITION OF THE TRAILER MAKES IT DIFFICULT TO GET AROUND. HER SON RON I BELIVE IS HER MAIN CAREGIVER, BUT RON APPEARS TO HAVE SOME MENTAL HEALTH CONDITIONS AND UNABLE TO KEEP UP WITH THE REPAIRS NEEDED FOR THE TRAILER. APS ANGELA ASKED IF WE COULD WAIT UNTIL MONDAY 7/16 TO MOVE FORWARD SO THAT SHE COULD FIND HOUSING.
