Arrived on site and spoke with property owner states that Cactus is growing on the ground laying down. Was able to verify that as new growth was springing up from the cactus that is on the ground. It is still on his property and not impeding any kind of foot traffic on the assumed sidewalk area at this point will move to close out case |
