ANGEL STATED HE HAD BEEN TO STORM WATER FOR ANSWERS TO QUESTIONS HE AND HIS HEIGHBOR TED MORCOM WERE HAVING ABOUT REDIRECTING WATER FROM THEIR PROPERTIES, THEY WENT TO STORMWATER WHO DIRECTED THEM TO CODE ENFORCEMENT. BOTH PROPERTIES ARE HILLSIDE PROPERTIES, LOTS CUT INTO A HILL AND IN DOING SO ORIGINALLY HAVE NATURALLY CAUSED WATER RUN OFF ISSUES. OWNER AT 3000 HAS WATER RUNNING OFF TO LOWER NEIGHBOR ANGEL SOTO. SWALES CUT INTO THE PROPERTY ARE NOT PROPERLY DIVERTING WATER. MR MARCON IS NOT BUILDING A RETAINING WALL BUT IS INSTALLING A 12" BORDER TO RECEIVE THE BRICK PAVERS HE IS TO BE INSTALLING. MR MARCON IS AFRAID WATER WILL RUN OFF THE PAVERS FASTER AND MAY AFFECT THE NEIGHBOR DOWN THE ROAD. ISSUES OF COURSE OCCURR DURING THE MONSOON SEASON.
THERE ARE NO PRESENT ISSUES AT THIS TIME, OWNERS TRYING TO GET ANSWERS BEFORE MOVING FORWARD WITH PROJECTS THAT THEY FEEL WILL HELP MITIGATE WATER ISSUES. A RETAINING WALL MUST BE 3 FT OR TALLER BEFORE BEING CONSIDERED A RETAINING WALL AND THIS BORDER IS DEFINATELY A BORDER AND OR LANSCAPE PROJECT. NO VIOLATION / CLOSE CASE.
