03/07/2017 | FIRE INSP - STATE LICENSE | Denied | 2012 IFC Table 803.3 - Interior Wall and Ceiling Finish Requirements by Occupancy. A Classroom in a non-sprinklered 'E' occupancy shall have wall finish that meets Class 'C' requirements for smoke and flame spread. The 2012 IFC 803.1.1 Classification in accordance with ASTM E84 (Steiner Tunnel Test), states that a Class 'C' interior wall finish must meet a flame spread index of 76-200 and a smoke development index of 0-450. 1) Research of our records indicates that the carpet used on these classroom walls was approved in 1986 by the city of Tucson and can be found in the attached printed copy of 'Room Finish Schedule' - A.1 (attached). The code in use at the time of the classroom improvement approval was the 1982 UBC in which Table 42-B required E occupancies to have a wall finish material with a Maximum Flame Spread Classification of III on any classroom walls. Table 42 - A of the 1982 UBC states that a class III finish material has a Flame Spread Index of 76 - 200 which is the same of a Class 'C' material's rating in the 2012 IFC. Therefor it is determined that the interior finish was approved and is in legal existence. 2012 IFC 807.1.2 Combustible decorative materials. The permissible amount of decorative materials meeting the flame propagation performance criteria of NFPA 701 shall not exceed 10 percent of the specific wall or ceiling area to which it is attached. 1) You shall remove all combustible decorations that don't meet the NFPA 701 criteria and shall not exceed 10 percent of the specific wall with the decorations that meet that criteria. 2012 IFC 703.2 Opening protectives. Opening protectives shall be maintained in an operative condition in accordance with NFPA 80. Where allowed by the fire code official, the application of field-applied labels associated with the maintenance of opening protectives shall follow the requirements of the approved third-party certification organization accredited for listing the opening protective. Fire doors and smoke barrier doors shall not be blocked or obstructed, or otherwise made inoperable. Fusible links shall be replaced promptly whenever fused or damaged. Fire door assemblies shall not be modified. 1) There are several fire doors to classrooms that are missing self-closing devices. You shall replace/repair the closing devices with UL listed fire closing hardware. 2) You shall remove all materials that are attached to the fire doors. Any doors that have been altered by holes for screws for attached items shall be replaced. 2012 IFC 1011.5 Internally illuminated exit signs. Electrically powered, self-luminous and photo luminescent exit signs shall be listed and labeled in accordance with UL 924 and shall be installed in accordance with the manufacturer's instructions and Chapter 27 of the International Building Code. Exit signs shall be illuminated at all times. 1) You shall cause your exit sign in your entrance hallway to be illuminated at all times the building is occupied. 2012 IFC 605.5 Extension cords. Extension cords and flexible cords shall not be a substitute for permanent wiring. Extension cords and flexible cords shall not be affixed to structures, extended through walls, ceilings or floors, or under doors or floor coverings, nor shall such cords be subject to environmental damage or physical impact. Extension cords shall be used only with portable appliances. 1) You shall remove the extension cord powering the microwave in the teacher's lounge. 2012 IFC 907.8.5 Maintenance, inspection and testing. The building owner shall be responsible to maintain the fire and life safety systems in an operable condition at all times. Service personnel shall meet the qualification requirements of NFPA 72 for maintaining, inspecting and testing such systems. A written record shall be maintained and shall be made available to the fire code official. 1) You shall have your fire alarm system inspected, tested and maintained and provide a report of this to the fire inspector to ensure the system is in compliance with NFPA 72. |
