05/31/2017 INSP - INITIAL CODE ENFORCMENT Approved Was called out for an electrical assist. Found alluminum conductors and copper conductors connected together at devices. Occupant is reporting arcing and fires at the receptacles. We found non-connected wires in boxes. There is an extention cord ran under the carpet for a window unit A/C. The dead front is missing for the panel in the closet exposing combustables and people to live electric. There are misc extention cords through out the unit. Main pedistall has an improper grounding electrode system. The pedistall has an open space in the middle cover exposing live busses.
05/31/2017 INSP - INITIAL CODE ENFORCMENT Approved Met with the tenant and the tenant is renting with option to buy. I did ask if she owns the mobile home and stated that she is only renting and has contract with agreements to buy the mobile home. The tenant has been trying to get the repairs done and the manager wants the tenant to pay due to the option to buy. Did call Rick Saldate the administrator due to the agreements that exist. The tenant does not have the title and making payments for rent only. Rick agrees that the owner of the mobile home park is still responsible for the mobile home and will be giving the paperwork to the manager. Did call the manager and discuss the situation on site and she was coming to the property to do lock outs on the electric, gas and the water at the meters. Wires are mixed with copper and aluminum in the outlets and the switches for lights and the cooler, the dead front was missing on the panel in the closet and all had signs of arcing inside the boxes. Smelled gas in the kitchen area by the stove, has a window AC added to a opening in the hallway and not mounted properly, windows are screwed shut, steps are lacking to the side door and the door is screwed shut and blocked on the exrerior, the cooler was not working and the switch fell to the ground when trying to check it, lacking smoke detectors and some windows broken at the glass, switches and outlets are loose or not mounted properly or broken, the water is leaking at the connection to the mobile home near the hose bibb at the rear of the mobile home, the front porch is loose and weathered at the ends of the sheathing due to lacking the roof covering, has extension cords through out due to oulets are not working and the mobile has other issues and will check with all the other repairs have been completed. Will need to check for min. housing condition when the tenant want to move back in if she wants to. The manager signed the paperwork and did the posting on the front window of Do Not Enter. The electrical work needs to be done by a electrical contractor and a permit is being requested for the work to be done. Will check in 10 days. RV.
