02/15/2017 INSP - INITIAL CODE ENFORCMENT Approved Received call from supervisor Martin Romero that T.P.D. on site with a house lacking utilities. Arrived and units were waiting for me to approach the house. The officers did knock on the door and 2-people were in the house. The house was lacking the gas due to lacking payment and the meter has been pinned, the water meter has been removed from the box and at the curb stop has a pin locking device, the electrical has been removed at the pedistal due to lacking payment and tampering with the main electrical service panel on the exterior of the home. The person stated that the owner gave permission to stay in the house to work on it but was staying in the house. The other person on site was also staying in the house and was renting a room. Valerie Lopez gave permission to enter the house to check the interior condition and found a propane heater in one of the bedrooms on the west side, found a lawn mower that was being worked with gas tanks in the house. Did find water in water containers in the kitchen counter use for living use in cooking or for the bathroom toilets. Found clothes that has been washed and was drying in the bathroom hanging from the shower rod. Not able to make contact with the owner of the property and they have had no water, gas or electric since September of 2016. The person that was in charge of who stays on the property was Section 8 and has been removed from the program. Did call Supervisor Martin Romero to get permission to condemn the property due to lacking the utilities and have all the opening of doors and windows boarded up and was given permission for both. The windows and doors were not able to lock due missing the locking devices or damage to the doors and windows due to forced entries. Some of the windows were broken on the glass. Did have Valerie Lopez sign the paper work of N.O.,V. to Vacate. Did do the posting of Do not Enter on the front and rear of the house and took pictures. Called Arcaiden Industries to the site to have the property secured on all the windows and doors. Did try to call the owner and left mesages and received no answer or call back from the owner. Will check in 30 days. RV.
