WENT THRU THE SAME INSPECTION PROCESS AGAIN ALLOWING HAROLD TO TAKE THE LEAD. HAROLD CHECKED ALL ITEMS THAT WERE LOOKED FOR IN THE INSPECTON WITH RICHARD VIDAL, IF I FELT HAROLD WAS MISSING ANYTHING I ASKED SO THAT ALL BASES WERE COVERED. MRS SANTANA TALKED ALOT AND SOON BECAME FRUSTRATED, STATED SHE KNEW WHAT WE WERE GOING TO INSPECT FOR AND FELT THE CITY WAS ONLY TRYING TO COVER THEMSELVES. HAROLD STATED THE SMELL COULD BE COMING FROM THE CEILING AREA BUT WE WOULD NOT KNOW INLESS WE MADE MANAGEMENT REMOVE THE CEILING. AFTER MUCH CONVERSATION I TOLD MRS SANTANA IN NEEDED TO LEAVE. I THEN ASKED HAROLD TO CONTACT RICK WITH HIS FINDINGS. I CONTACTED AND SPOKE TO RICK AND MARTIN EXPLAINED THAT HAROLD DID A THOUROUH INSPECTION, BASICALLY THE SAME INSPECTION COMPLETED BY RICHARD VIDAL AND MYSELF, ALSO EXPLAINED WHAT MRS SANTANA WAS UPSET ABOUT. |

ONCE THE RETURN AIR GRILL WAS REMOVED FROM THE UNIT AND PULLED DOWN, BOTH RICHARD AND I CHECKED FOR THE FOLLOWING. >CHECKED FOR WATER OR DAMP SPOTS IN SIDE THE ENCLOSER. > CHECKED FOR WATER IN THE DRIP PAN. >CHECKED ALL DUCT WORK AND PENETRATIONS >CHECKED PIPES FOR LEAKS >CHECKED FILTERS >RAN THE UNIT FOR ABOUT 5-7 MINUTES, CHECKED FOR SMELLS, BURING SMELLS, ANYTHING COMING FROM THE UNIT >CHECKED FOR DUST OR AIRBORNE PARTICALS FROM THE UNIT. INSPECTION FOUND NO DEFECTS IN WORKMANSHIP, NO WATER AREAS, NO LEAKS IN THE PIPES, NO BAD OR EXTRA PENETRATIONS FOR THE DUCTWORK, NO AIRBORNE PARTICALS WHEN THE UNIT TURNED ON , NO SMELLS. |

| 02/09/2017 | INSP - FOLLOW UP CODE ENFORCE | Approved | WARD OFFICE ASKED IF WE WOULD CONDUCT 1 FINAL INSPECTION AT THE PROPERTY, I MET WITH MELLISSA AND JERRY, MANAGER AND MAINTANENCE. MAINTANENCE PERSON JERRY STATED THAT THEY HAD DONE EVERYTHING THE CITY HAD ASKED OF THEM EXCEPT FOR THE CARBON MONOXIDE DETECTOR BUT ONLY BECAUSE THEY NEEDED TO CLOSE DOWN CREDIT CARD ACCOUNTS DUE TO THEFT, BUT WILL HAVE IT INSTALLED BY WEEK OF 2/13 THRU 2/17 ONCE NEW ACCOUNTS FOR HOME DEPOT AND LOWE'S ARE ESTABLISHED.MELLISA STATED THERE HAVE BEEN NO ADDITIONAL COMPLAINTS TO THIS POINT FROM THE OCCUPANT, HAVE BEEN IN HER APARTMENT BUT HAVE NOT SMELLED ANY BAD ODORS, SEEN ANY INSECTS, NO MOLD AND HAVE FIXED SINK PIPES AND CHECKED A/C OVERFLOW. MANAGEMENT HAS GONE BEYOND EXPECTATIONS AND AGAIN OFFERED THE OCCUPANT A NEW APARTMENT BUT REFUSED. AFTER MY INSPECTION I MET WITH RICK SALDATE WHO FELT BOTH THE CITY AND MANAGEMENT HAVE DONE ALL THEY COULD, WE MET THE MAYOR'S OFFICE EXPECTATIONS AND COULD CLOSE THE CASE OUT. OCCUPANT ALLOWED ENTRY, THIS IS WHAT I OBSERVED: >WHEN FIRST WALKING IN I SMELLED A MUSTY SMELL FROM THE APARTMENT, LIVINGROOM AREA CLEAN. >FOUND UNIT VERY CLEAN FOR THE MOST PART > FOUND FRUIT ON THE KITCHEN FLOOR, DISHES IN THE SINK ANDFOOD ON THE COUNTER TOP. >IN THE BEDROOM I FOUND CLOTHES STUFFED IN HAMPERS AND IN A PILE ON THE FLOOR. >FOUND PLANTS IN THE HALLWAY AREA. >BATHROOM WAS CLEAN NO MOLD IN THE TUB/SHOWER OR SINK AREA. MY FINDINGS ARE AS FOLLOWS: >CHECKED THE UNIT FOR ROACHES, CHECKED BEHIND THE STOVE, IN CABINETS AND UNDER SINKS. CHECKED DOORWAYS AND BEDROOM AND AROUND VENTS, FOUND ONE BUG ON BATHROOM FLOOR AND IT DID NOT APPEAR TO BE A ROACH. >WINDOW IN QUESTION DID NOT HAVE A LOCK ON THE WINDOW BUT HAD A THUMB LATCH THAT WAS ACTING AS ALOCK AND STICKS IN THE WINDOW. I DID NOT SEE THAT AS A ISSUE DUE TO THUMB THROW. >I COULD NOT SMELL A CHEMICAL SMELL IN THE HOUSE, MORE OF A MUSTY SMELL. NO BURNING FROM THE A/C UNIT. >CHECKED THE A/C UNIT IN THE DROPPED CEILING OF THE HALL, FOUND A NEW UNIT. UNIT WAS WIORKING FROM THE THERMOSTAT AT 70 DEGREES. I SAW NO LEAKING FROM PARTS AND NO MOISTURE ON THE DRYWALL OR WOOD FRAME FROM WATER LEAKS. >OCCUPANT HAD FOIL OVER THE SUPPLY VENTS AND RETURN AIR VENT. REMOVED FOIL, GOT CLOSE TO THE SUPPLY VENT AND AIR COMING FROM THE VENT SEAMED TO SMELL FRESHER THAN THE APARTMENT SMELL. >INSPECTOR MORALES FOUND A LOOSE TRAP UNDER THE BATHROOM SINK NOT ON THE COMPLAINT FORM, AND REFERRED THAT TO THE MAINTANENCE SUPERVISOR. WALKED UP TO UNIT 205 ABOVE BUT FOUND NOBODY HOME. |

| 01/24/2017 | INSP - FOLLOW UP CODE ENFORCE | Approved | Was called to check the unit around 10:00PM for a smell on the handler unit per supervisor Rick Saldate. Arrived close to 9:50 PM to the unit and met with the tenant. Did tell me on what was going on and at the time of the inspection, the tenant stated that the smell was not strong at this time. She did show the area that she wanted looked at. Check the hall from the bedroom to the bathroom where the handler was located. It appears to be new. Did run the unit and the temperature was at 69 degrees and ran the unit until it got to 72 degrees. There was no change in the smell when I arrived to when the unit was running. There was someone upstairs and waited to check if there was a change in the smell difference and there was none. I did turn the unit off and than waited for awhile and again no difference in the smell. Did not feel or see water that was leaking but was able to see stains where water leaked at one time. Did check and feel the drywall and was not wet or moist any where touched. Will be recommended that the condensation lines be checked if has stopage or being blocked. Did tell the tenant that the inspector will call on what will be done next and will call the maintenance to check the condesation lines. Inspector Vidal was only used to check the site at night and inspector Goodman will be doing the case. RV. |
