12/10/2016 INSP - INITIAL CODE ENFORCMENT Approved Communication called that T.F.D. on site with an apartment fire. Arrived and all the units were cleared and the fire investigator was on site checking for cause. T.P.D. on site due to an issue on the fire being started and involved another unit. Was not able to enter the unit due to has gone into crime scene. The person has locked himself in the unit and was not coming out. The person has made holes in the wall and enter into another unit. The person was making holes in the walls and ceiling to try and get out of the unit. The person made fire in several areas. The front door was broken into and the sliding glass door was broken to get to the person in the unit. The other units were check to let the tenants back in once the site was secured when the person was taken from the site. Did leave the site due to a device was found and was calling the bomb unit. Will be called back to the site when all has been done with the investigation. Did talk to the management and they will be doing the securing of the property once the investigation has been completed. RV.
12/10/2016 INSP - INITIAL CODE ENFORCMENT Notice of violation Was called back to the site to check the unit. The unit was flooded with water from fighting the fire and the fire hose was used to knocked the person down in the unit. The fire was a rocking chair and the curtains on the sliding glass door. Holes were made in the closet going into the kitchen wall near the refrigerator and made a hole going into the other unit #1006 behind it. Some of the insulation was or had some burning but did not start burning. There is a flex on the electric water heater that is loose and appears to have been pulled out. There is clothing piled in the bathroom and the living room and not sure of part of the incident or was that before the incident. Did call the manager to come to the site to have the unit secured. She did call the maintenance to get the material to have the unit secured. Did take pictures and the manager signed all the paper work. Did do the posting of "Do Not Enter" and the manager was going to place it on the plywood once the plywood installed over the opening of the front door. A company was being called to the site to extact the water off the flooring. Had started to patch some of the holes in the drywall to secure the units seperation. Did not stay on site for the securing of the property and left the site. Will check in 30 days. RV.
