Exiting was not sufficient for safe travel. >Unit smelled of feces and urine. >Toilet is working but reported not to be used. >Smoke alarms were present. >I met with the Manager and issued NOV's for emergency abatement and indemnification. >Manager took responsibility for the unit and signed the indemnification form. >Unit was posted unsafe to occupy. >DES/APS was on site.
