MET WITH MINDY COX . MY POINT OF CONTACT FROM PIMA COUNTY, WHO HAD BEEN IN TOUCH WITH RAY CARROLL. I MET WITH MINDY AT THE SITE, I WALKED THE WASH TO THE EAST OF THE WALLED COMMUNITY AS WELL AS A SECTION OF WASH THAT RAN EAST AND WEST INTO THE NORTH AND SOUTH SECTION OF WASH. BOTH SECTIONS OF THE WASH WERE FOUND TO BE VERY CLEAN, FREE OF TRASH & DEBRIS AND VEGETATION. THE EAST WEST WASH HAD BEEN CONCCRETED ON THE SIDES THAT SHOWED AN ATTEMPT TO DEAL WITH POSSIBLE FLOODING. THE ONE ACRE LOT AT THE END OF PRESIDIO AND ACROSS FROM mR CARROLL'S PROPERTY WAS VERY FLAT WITH DEAD VEGETATION FROM THE TREES IN THE AREA, A HISTORIC WASH AT THE NORTH SIDE OF THE LOT, AND JUST NORTH OF THE WASH WAS A WALL THAT LINED THE SOUTH SIDE OF PRESIDIO ST, POSSIBLY A 2ND ATTEMPT TO CONTROL FLOODING. THERE WAS NO EXCESSIVE TRASH OR DEBRIS ON THE LOT THAT WOULD ADDED TO PLSSIBLE FLOODING. I MET WITH PAUL AND THE CITY OF TUCSON STORM WATER WHO PULLED UP A MAP OF THE AREA SHOWING WATER FLOW FROM THE SURROUNDING AREA. PAUL EXPLAINED THAT THE WATER FLOWING THRU THE WASH COMES FROM A LARGE SURROUNDING AREA THAT IS CONSIDERED NUISANCE FLOW, THAT THE HOMES IN THE AREA ARE IN A FLOOD PLAIN ZONE, AND THE LOT RECEIVES WHAT IS CALLED OVERTOPPING WHERE ADDITIONAL WATER FLOWS THRU THE LOT AND IS DISTRIBUTED TO THE NORTH EAST AND NORTH WEST OF THE LOT THAT DRAINS ONTO THE STREET THRU THE WEEP HOLES IN THE WALL. THE STREET ITSELF HAS A LARGE SLOPE FROM EAST TO WEST DRAINING INTO THE WASH THAT RUNS ALONG THE EAST SIDE OF HILL FARM. MY FINDINGS FROM THE ON SITE INSPECTION, AND RESEARCH WITH STORMWATER IS THAT THE FLOODING IS NOT CAUSED FROM TRASH OR DEBRIS IN THE AREA OR THE WASHES BUT FROM NATURAL WATER FLOW FROM THE LARGE SURROUNDING AREA, AND OVERTOPPING CAUSED BY THE MONSOONS THAT NATURALLY FLOOD THE HOMES BUILT IN A FLOOD PLAIN AREA. PAUL FROM STORM WATER STATES HE IS WILLING GIVE HIS EXPLANATION TO THE OWNER BUT CANNOT OFFER A SOLUTION. NO VIOLATION / CLOSE CASE. |
