FINDINGS ARE AS FOLLOWS: >WEST SIDE WINOW BROKEN, REAR WINOW BROKEN, TWO WEST SIDE WINDOWS SECURED, AS WELL AS REAR WINDOW . TFD ENTERED FRONT DOOR, AND FRONT DOOR RESECURED. >TFD FORCED ENTRY INTO 1033 E PRINCE, FRONT DOOR NEEDED TO BE SECURED WILLMAKE ARRANGEMENTS WITH R VIDAL TO CONTACT OWNER, 1031 WAS COMPLETELY SECURED, 1033 HAD FRONT DOOR ONLY SECURED AND EAST SIDE GATE LOCKED. REAR MIDDLE UNIT (3RD UNIT) WAS UNSECURED AT THE TIME OF INSPECTION AND UNIT VACANT. SLIDING GLASS DOOR WAS NOT LOCKED, DAMIEN PINNED THE SLIDING GLASS DOOR TO AVOID SOMEONE ENTERING THE UNIT DUE TO PERSONAL CONTENTS INSIDE. TRIED CONTACTING OWNER ON 10/15 RECEIVED HIS VOICEMAIL INFORMING CALLERS HE WOULD BE OUT OF TOWN UNTIL 9/05/16 AND TO CONTACT GARY. LEFT A MESSAGE FOR GARY (HANDY MAN) AND INFORMED HIM THAT A SECOND FIRE WAS STARTED AT THE UNIT AND EXPLAINED WHAT WAS SECURED AND WHY. |

| 08/07/2016 | INSP - INITIAL CODE ENFORCMENT | Approved | Received a call from communication and T.F.D. on site with a house fire. Arrived and fire units are still working on hot spots. The fire was on the carport and that will be a total lost. The fire did burn some of the overhang that tied the carport to the main house. The main structure has no damage other than some smoke did get inside when the door on the side was opened. Lacking smoke detectors, the front window has been broken due to a prior incident before the fire. The window on the side was cracked from the heat of the fire. The water was turned off at the meter due to water was spraying from a rubber hose to the water machine. The hose had a valve and turned it off and was able to turn the water back on. The gas meter was pinned due to on a master system and was not registered with the ACC and Southwest Gas met with the owner on what needs to be done to get the gas back on. The gas meters have to be seperated to each unit before the gas can be turned back on. The doors were kicked in to check if anyone in the unit and the doors were broken at the knob areas. The investigators were checking for the cause of the fire and were getting stories and T.P.D. was called to the property for a further investigation and went into a crime scene. The electrical was turned off at the meter by T.E.P. to the unit due to some of the wiring was burned or damaged around the carport and will require an electrician to make the needed repairs to remove the damaged wiring or needed repairs to get the power back on. While turning off the power to the unit, found out that some of the electrical was not working on the rear unit in-between 1031 and 1033. When the power was restored to unit 1033, the outlets on the wall on the east side were working. This unit has no meter and was powered by both units. The tenant was than told to vacate the unit. The water was working once the water was turned back on to the rear unit. The rear unit was posted of "Do Not Enter" and the owner was going to place the tenant at another location. The tenants for 1031 were notified and were coming to the site. The tenants for 1031 were in the process of moving out and staying at another location. The unit of 1033 was not able to gain entry to check the unit due to the tenants were not home and no one was able to make contact with the tenant. While waiting for the crime scene to complete the investigation, the tenants of 1033 showed to the property. They did check the unit and all was OK except the water was off. Did check the water meter to the property and it had been turned off at the valve. Once the valve was turned on, the unit did have water. The posting of "Do Not Enter" had already been posted on the front window of unit 1033 and Redcross was requested for placement due to the owner was not answering his phone. The owner did give permission to have the property secured and the owner signed the paper work in case he had to leave the site. Arcaiden was called to the site to have the property secured and had to wait due to the investigation went back into the house and ID was called to take pictures and try and get finger prints. The vehicle that was in the carport was also vandalized before the fire. Was finally given permission to have the property secured. Did have the 2-3' doors boarded up, 1-2830 DH window boarded up and the front 6040 XO window boarded up. The other windows were able to lock. Did the posting of "Do Not Enter" on the front window on the plywood. Took pictures and left the site and T.P.D. still on site. Will check in 30 days. RV. |
