Inspector Mendoza posted unit 1 for no electrical service (separate case #T16DV01899); Manager on site notified of requirement of all units to have electrical service which may result in condemnation. Accumulation of refuse on property, including by washer/dryer area and recycling container with contamination; this was abated by management at time of inspection. Rear gate locked; manager unlocked. Lighting fixture on rear facade of building was not repaired and has outlet attached incorrectly and not to code; additional lighting fixture on front SE facade is dilapidated and loose. Several windows on multiple units were broken or inoperable, covered with boards or other material to prevent entry in occupied units; boards may be used as temporary security in a vacant unit, but window or door must be in good condition. Unit 3 was inspected at request of tenant and will be opened under another case. Citation to be issued for windows and electrical.
