Reviewers for 4th revision: Heather Thrall & Brian Wiese DATE OF 4th REVIEW: June 15, 2015 This permit is conditionally approved, but will only be officially approved with the following revisions. DRAWINGS: a. Conflicting references to welding. Please clarify. Page 3 indicates "No on site welding". Yet page 1 & 2 indicates that the "pole cover's angle iron framing is welded to 4" pipe." (Field welding requires a special inspection certificate with an engineer's seal naming qualified special inspector.) SITE PLAN b. Page 4 needs to show that the 10 ft OAH (over all height) is measured from the lowest finished surface within a 20' radius of the sign. Our assumption is that the paved entrance surface directly south of the sign would be the "lowest finished surface", if this is the case, indicate this on page 4. APPLICATION: c. New revised application was not submitted. Application revisions were noted in Review#3 comments. Revision requested 1. setbacks on application must match the site plan (rev4). 2. square footage on application must match drawings (rev4).. 3. existing number of signs on site must match site plan (rev4). |

| 06/01/2015 | SIGN SITE REVIEW | Denied | RE: T15OT00380 Site: 101 N Houghton Road Proposal: install (2) freestanding signs Review: #3 Reviewers for 3rd review: Heather Thrall & Andrew Connor (prior reviewer, Brian Wiese) DATE OF 3RD REVIEW: June 1, 2015 THE SUBJECT PROPOSAL HAS BEEN REVIEWED UNDER THE SCENIC CORRIDOR ZONE DISTRICT (SCZ) OF THE SIGN CODE, AS HOUGHTON IS A SCENIC ROUTE PER THE CITY OF TUCSON MAJOR STREETS & ROUTES MAP (MS&R). APPLICATION: 1) Per 3-18, provide: A) setbacks written on application for both signs. B) Provide accurate height for both signs. PLAN REVIEWS 2) Per 3-33 B. - Both signs A & B are too tall. Max height is 10' as measured from lowest point of elevation of a finished surface within a 20' radius of the base of the signs, as BOTH signs are shown exceeding 40' setback from existing face of street curb. (Are plans submitted accurate? - have Houghton and Broadway been built out to the maximum yet? - if so, re-label/resubmit information and note setbacks from face of curb of new curb (shown as future curb on current drawing. NOTE: Houghton sign would still be affected.) 3) The site enlargement for sign A (Houghton) is missing the scenic buffer labeling to match the overall site plan. Please add/label to show the sign is within the altered scenic buffer (per the variance/rezoning). 4) The site enlargement for sign B (Broadway) differs in location than the overall site plan. Site enlargement shows 7.5' setback from property line, whereas the overall site plan shows the sign as partially within the right of way. Clarify and fix the incorrect drawing. NOTE: if any portion of a sign is within the right of way, a Temporary Revocable Easement (TRE) would be required through City Real Estate. 5) Overall site plan shows an orange line that highlights the "premise" being solely the SunTran Park and Ride facility. The overall site plan shows shared access and shared drainage, and a common rezoning and variance case to relocate the scenic buffer for 4 parcels- thus the overall site plan does not show any fully stand alone parcels. Revise Orange line to be a distinct dashed line (for records scanning) and include 10255 E Houghton (bank), 35 N Houghton (bank) and 65 N Houghton (vacant parcel) with 101 N Houghton as one premise. NOTE overall premise street frontages will affect the number of allowed freestanding signs allowed per street frontage, as existing freestanding signs must be taken into consideration. 6) Per 3-83.E.a.1 & 2. Total number of allowed signs per arterial street in SCZ: Provide photo and location map inventory of existing freestanding signs for overall site (listed as 0 on application, at least 1 freestanding sign on overall site off Broadway frontage for bank at 35 N Houghton). Revise application as necessary as well. 7) The site plan provided is 1:100 scale and is incredibly difficult to see the numbers and dimensions and notations for review, let alone scanning. At least note the actual street frontages along Houghton and Broadway (property line dimensions) in larger print. (Engineering assisted to verify dimensions along Houghton are 504 feet & along Broadway are 603 feet for this overall site -which excludes the development at 121 N Houghton.) 8) Another sheet that was provided has no project address nor labels, or roadway names identified on it, no driveways, property lines, no north arrow or who even drew this and what the purpose may be? The page depicts sight visibility triangles and sign locations (again sign B differs in location than enlarged plan) and the drawing depicts an orange line, but does not identify it's purpose (premise line?). This page is lacking any helpful information for this review unless labeled. Either remove from package or fully label. Suggest using site plan instead. SIGN CONSTRUCTION AND ELEVATION DIAGRAMS 9) Sign construction diagram: Sec 3-18 A) is missing light source (fluorescent?) show and label lamps B) does not show and label a pole cover will be added to support pipe, as required per definition of a freestanding monument sign. C) Indicate what the pole cover will be made of D) Indicate how the pole cover will be attached to the sign E) indicates welding to be done, but does not indicate if in shop or field welding. (Field welding requires a special inspection certificate with an engineer's seal naming qualified special inspector.) F) indicates "see saddle detail" and no saddle detail provided G) does not show a shut-off switch as required per NEC 600 H) does not dimension cabinet I) indicates a sign area of 48 square feet - which differs from application, differs from color rendering and which is not allowed in Scenic Buffer. Revise as necessary 10) Monument sign color rendering: 3-18, 3-33, A) Only sign A is depicted - no drawing was received for sign B, provide. B) Height on elevation view will change depending upon the elevation of grade as noted in comment 2 above. C) Cabinet is missing a dimension, provide cabinet height. D) Per 3-18.C. Provide breakdown of cabinet dimensions and total and provide pole cover dimensions and total - then add together and show on plan that no engineering would be required. If exceeds 60 square feet of surface area, provide engineering. E) Note states 10' OAH from TOP OF CURB, site plan indicates from CURRENT FACE OF CURB? Clarify.. F) Provide overall sign height for each sign, based upon the grade as noted in comment 2. G) Provide same information for Sign B, including night view. 11) PRIOR TO A RESUBMITTAL, A MEETING IS REQUIRED WITH SIGN CODE ADMINISTRATOR AND REVIEW STAFF.
