12/29/2015 | INSP - INITIAL CODE ENFORCMENT | Approved | VISITED SITE, AND STARTED AT THE S/W CORNER OF KENNEDY AND MEYER DUE TO LACK OF VISABLE ADDRESSING. I LOCATED ON THE CURB THE 500 BLOCK SOUTH FOR MEYER. THE PROPERTY ON THE CORNER WAS ADDRESSED AS 486 S MEYER AND THE STRUCTURE, AN OLD CORNER STORE HAS BEEN CLOSED DOWN FOR SOME TIME AND IS PROPERLY SECURED. THERE IS NOTHING BEING DONE TO THE HISTORICAL PROPERTY. SOUTH OF THE BRICK EXTERIOR STORE, AND ATTACHED TO THE STORE WERE 9 ROW HOUSES. THE FIRST SIX HOUSES WERE DELAPIDATED AND OR DETERIORATING CLOSED UP AND LOCKED WTIH DEADBOLTS, SOME WINDOWS WERE BOARDED AND OTHERS AGAIN PROPERLY SECURED WITH WINDOW LOCKS ETC... BUT IT DID NOT APPEAR ANY ONE WAS LIVING IN THEM. ELECTRICAL METERS WERE ABOUT TEN FT IN HEIGHTH, TWO NEWER METERS BUT NONE WERE IN SERVICE, ZEROS ON THE TWO NEWER METERS. NEXT TO THE DELAPIDATED SIX HOMES WERE THREE THAT HAD BEEN REMODELED, NEW STUCCO ON THE EXTERIOR AND THEY WERE BEING LIVED IN. THERE WAS A HUGE REAR YARD FOR THE STORE AND FIRST SIX HOMES, PROPERLY FENCED WITH "NO TRESPASSING SIGNS ALL AROUND THE FENCE AREA AND INSIDE THE YARD. WHILE WALKING THE AREA, I HAD A PERSON STOP ME, AND HE STATED HE THINKS HE CALLED IN THE ORIGINAL COMPLAINT. HE STATED TWO TO THREE WEEKS AGO, ONE OF THE FIRST SIX DELAPIDATED UNITS WAS OPEN, HE DID NOT REMEMBER WHICH ONE, BUT HE SAW BUNK BEDS ON EITHER SIDE OF THE UNIT AND THERE WERE OBVIOUSLY HOMELESS PEOPLE SLEEPING IN THE BEDS. HE SAID HE WAS CONCERNED ABOUT FIRE ISSUES, AND CALLED OUR DEPARTMENT. I EXPLAINED WHAT I WAS INSPECTING FOR AND THAT PEOPLE LIVING IN THOSE UNITS WITHOUT UTILITIES WAS A BIG CONCERN FOR US, BUT THAT BECAUSE THE PROPERTY IS POSTED NO TRESPASSING AND IS PROPERLY SECURED THAT I HAD NO JURISDICTION DUE TO THERE BEING NO UTILITIES, UNITS BEING SECURED, AND NO EVIDENCE OF TRANSIENT ACTIVITY, PLUS THE FACT THE UNITS ARE HISTORICAL FACTORS. I DID SUGGEST THAT CONTACTING TPD WOULD BE HELPFUL SINCE THE STRUCTURES ARE POSTED "NO TRESPASSING" AND TPD CAN LEGALLY REMOVE ALYONE FOUND ON THE PROPERTY, AND INFORMED HIM OUR DEPT. CANNOT DO THAT. THE GENTLEMAN STATED HE HAS NOT SEEN ANY ACTIVITY SINCE THAT FIRST ISSUE. I HAVE NOW INSPECTED 486 TO 498, AND 520 TO 526 S MEYER FOR THE TRANSIENT ACTIVITY. NO VIOLATIONS/ CLOSE CASE. |
