| 12/27/2015 | INSP - INITIAL CODE ENFORCMENT | Approved | Communication called that T.P.D. on site with living condition. Arrived and Pima County Animal Control was on site. The unit was vacant at the time and wellfare check was being done due to the neighbors were complaining that they have not seen the tenant for some time. T.P.D. did go in and found that the unit was a hoarder and had animals in the unit. Animal Control found a dead cat in the bathroom. There was animal feces through out the unit on the floor. You were not able to walk through the unit due to the amount of storage in boxes or trash and debris. Not able to find the tenant and no one on site with the neighbors knew where the tenant was located. Not able to find the owner or property managers for the property who just took over the property. The tenants on site were stating that the management has changed and the property has been sold. No one on site knows the tenants name that live in the unit. The force entry was through the living room window and not able to lock the window. No one was found in the unit and did see a cat walking around and thats why Animal Control was called to the site. Due to not able to find the tenant or the owner of the property did call Arcaiden Industries to the property to have the window and the front door secured. Did leave several messages for the management to call. Did do the posting of "Do Not Enter" and left the Notice to Vacate the unit and the Notice of Violation on the front door. Did take pictures. The front door was screwed shut due to Animal Control was going to get back in the unit to look for the cat. Will call the management in the daylight hours to let them know what happened to the unit. | 12/25/2015 | INSP - INITIAL CODE ENFORCMENT | Approved | PRIOR TO RICHARD VIDAL'S INSPECTION ON 12/17/15, I HAD BEEN CALLED OUT TO THE PROPERTY ON 12/25/15. THE CALL FROM COMMUNICATIONS WAS A DEAD BODY, BODY HAD ALREADY BEEN REMOVED AND THE POSSIBLILTY OF ANIMALS INSIDE THE UNIT. I CONTACTED MARTIN ROMERO WHILE IN ROUTE TO DETERMINE WHAT ACTIONS WOULD BE REQUIRED IF THE BODY HAD ALREADY BEEN REMOVED, THAT BECAME A NON ISSUE. UPON ARRIVAL I MET WITH TPD OFFICER BARGHOUT (53649) WHO STATED THERE WAS NO BODY FOUND INSIDE THE UNIT. THE OCCUPANT WAS UNABLE TO BE FOUND, OCCUPANT'S NAME WAS LEAH YARNES, BUT FOUND THE LAST COMMUNICATION FROM THE OCCUPANT WAS ON INSTAGRAM FROM PARIS FRANCE SOMETIME IN LATE NOVEMBER. TPD STATED THERE WAS CAT FECIES ALL OVER THE UNIT, THAT THEY HAD CONTACTED ANIMAL CONTROL BUT BECAUSE IT WAS CHRISTMAS, THEY HAD NO ONE ON CALL AND WERE UNSURE WHEN THEY COULD GET SOMEBODY OUT TO INSPECT FOR THE ANIMALS. THE UNIT WAS LOCKED, I DID SEE INSIDE FROM THE REAR DOOR. UNIT DID NOT APPEAR TO BE THAT OF A HOARDER, HOWEVER I COULD SEE CAT FECIES ON THE FLOOR AND PERSONAL BELONGINGS ON THE FLOOR. I DID NOT SHUT OFF POWER OR OTHER UTILITIES DUE TO OCCUPANT UNABLE TO BE LOCATED. SPOKE TO OCCUPANT TO THE EAST WHO STATED SHE HAD NOT PHYSICALLY SEEN THE OCCUPANT IN 2006 FOR ABOUT 3 MONTHS, STATED SHE HAS 2 YOUNG KIDS THAT RUN AROUND THE COMPLEX ALL THE TIME AND THE UNIT NEXT TO HER SMELLS HORRIBLE. I OBTAINED THE PROPERTY MANAGER INFORMATION ACACIA PARTNERS ON EAST TANQUE VERDE, MANAGER JOHN. TPD STATED THEY LEFT 3 MESSAGES BUT RECEIVED NO ANSWER, I TRIED CONTACTING THEM WITH THE SAME RESULT. **MY INTENTIONS WERE TO ISSUE A NOV AFTER TALKING TO MANAGEMENT TO INFORM THEM OF THE TPD CALL AND ASK THAT THEY CLEAN THE UNIT. RICHARD VIDAL HAD BEEN CONTACTED ON 12/27/15 AND DID SERVE PROPERTY MANAGER. * SEE VIDAL NOTES. |
