Went to site to hand delivered NOV. Spoke with the owner. She took her copy of the NOV, but would not sign my copy. She took the copy and got into her vehicle and left. I could still see inside and the wall and ceiling was still open. She was explained that the property was hers, so that is why the NOV was to her. She is the responsible party. |
