Interior of the unit is unfit for living conditions due to hoarding. Front door is an exit and not accessible due to stacks of refuse. Very narrow path through the interior of the unit walking on refuse. Bathroom is full of refuse. Toilet and shower do not show signs of usage. Kitchen utensils and possible hot plate or microwave being used to cook with. Rear bedroom is being used for sleeping on top of refuse. Living room is stocked full of refuse. Pictures were taken. While onsite friend of the owner met with me and I explained the situation to him. I shut off the gas, water and electric. The electric box was locked with a city lock. The front door is locked, the rear door is shut, but not lockable. Unit posted. NOV posted.
