06/24/2015 INSP - INITIAL CODE ENFORCMENT Approved VISITED SITE, KNOCKED ON DOOR BUT RECEIVED NO ANSWER. LOOKED INSIDE THE WINDOWS TO FIND THE STRUCTURE WAS VACANT. WATER BILLLING SHOWED THE WATER WAS ON BUT MAY HAVE BEEN TURNED OFF TO THE METER. TRIED CONTACTING THE OWNER ON RECORD GARY RANTA AND DID LEAVE A MESSAGE. WILL TRY AGAIN. WALKED THE EXTERIOR FRONT OF THE STRUCTURE FOUND NO DISREPAIR. TRIED ENTERING THE WEST GATE TO THE REAR YARD, BUT GATE WAS LOCKED. FOUND A SHED ON THE EAST SIDE OF THE STRUCTURE AND WAS ABLE TO SQUEEZE BY THE SHED. LOOKED INSIDE THE REAR DOORS AND FOUND THE STRUCTURE VERY CLEAN, POSSIBLY REPAINTED. ALSO FOUND CONSTRUCTION DEBRIS IN THE REAR YARD, (DRYWALL, TILE, PAINT CANS, CABINETS ETC..) ALSO FOUND A ABOVE GROUND POOL HAD BEEN DUG IN GROUND AND NOW REMOVED. THE REAR YARD IS SURROUND BY BLOCK WALL AND THERE IS A WROUGHT IRON FENCE THAT OPENS TO THE REAR CARPORT AND ALLOWS VISIBILITY INTO THE REAR YARD, LIMITED TO 3 NEIGHBORS, BUT CAN SEE THE REMODEL DEBRIS. THERE IS NO DISPREPAIR TO THE STRUCTURE IN THE REAR EITHER. THER IS A SCREENED IN PORCH THAT HAS SOME PERSONAL BELONGINGS BUT THE PORCH CANNOT BE SEEN FROM THE FRONT OR REAR.
** I DID SPEAK WITH NEIGHBOR TO THE WEST, SHE STATED HOUSE HAS BEEN EMPTY FOR 2-3 YRS, SHE CALLED THE COMPLAINT AND WOULD LIKE TO SEE THE STRUCTURE REOCCUPIED. SHE DID NOT KNOW IF THE HOUSE WAS IN FORECLOSER BUT MENTIONED SHE OCCASIONALLY DOES MINOR CLEAN UP INTHE FRONT. THE FRONT IS DESERT LANDSCAPING WITH ADDED CACTUS TYPE PLANTS AND IS NOT OVERLY OFFENSE. I STATED THE CITY AT ONE TIME DID MINOR CLEAN UPS FOR THESE TYPES OF ISSUES BUT COULD NO LONGER AFFORD TO DO THAT AND EXPLAINED IF IT IS BANK OWNER IT COULD TAKE LONGER, MAYBE UP TO SIX MONTHS.

**I LATER SPOKE TO RICK SALDATE ABOUT THE PROPERTY AND GAVE PROPERTY INFORMATION AND INSPECTION REPORT. ASKED RICK ON HOW TO PROCEDE. PER RICK I AM TO CLOSE OUT THE CASE, AND IF FURTHER COMPLAINTS ARE MADE ON THE PROPERTY WE WILL REOPEN THE CASE. I MENTIONED TO RICK THAT I WOULD MAKE ATTEMTS TO CONTACT THE OWNER ON RECORD BEFORE CLOSING THE CASE. NO VIOLATION / CLOSE CASE.
