02/20/2015 INSP - INITIAL CODE ENFORCMENT Approved Visited site, inspected found as follows, illegal sins placed on fascia and there were balloons placed on the corner of Broadway and alvernon, also there were balloons placed on fascia, went inside the Alltel building and asked for a manager, clerk stated that he was in the back office, I then asked for him to please have him come out to discuss about then signs placed out side in the front of the property, hen the came out and I introduced myself and stated that I am from the city of Tucson code enforcement and was there to discuss about the Illegal signs and that were placed on the front of the building and that I needed to see his drivers License for the propose of writing a civil citation for the Illegal signs, he then stated that he was just a paid employee and that he had nothing to do as a manager, I then asked him again for his drivers License due to the citation was going to be written and that the would receive it, again he asked why, I then explained that this could be done without further complications that my next procedure was to contact Tucson police Department and request for assistance for the process of the citation issuing, again was stated from Jonathan Garcia that I would contact Tucson Police Depart, at this point had dialed 911, at which point that he had taken out his driver license out and tossed it on top of my citation which was placed on the counter top, I then explained to him that I had already started the process of for requested assistance for Tucson police, I then went outside the building discussing with 911 about the assistance needed for the civil citation, I waited for TPD, I then called my supervisor Rick Saldate and went to voice mail, then contacted supervisor Martin Romero at which point contact was made and explained to him the status of the initial inspection, he then asked if I would like for a supervisor to come to the address, I then stated yes and gave him the address, I then was met by a Tucson Police officer and explained to him the situation and that the manager was inside prior to him getting there, we proceeded to the inside of T-mobile and requested to have the manager present, the employee then stated that the manger had just left to lunch, the officer then asked the employee to contact the manager to come back to the office , the employee then contacted the manager and he explained to the manager that the was requested to come back to 3847 E Broadway Bl, at that point the employee put the phone down and explained to the officer that the manager stated that he was on lunch and that after he had a meeting to attend after and that it would be several hours before he came back, the officer then explained the employee to request the manager to appear and resolve the matter at hand, at that point the employee asked the officer if he would like to discuss this to the manager, the officer stated yes, the officer then had taken the cell phone and was talking to the manager and explained that the needed to get this resolved and that would only take approximately five minutes, by about this time a second police officer had arrived for assistance, then the manager appeared at the business, at which time he handed me his drivers license and I had asked him where the citation was that I had placed on the counter, he then stated to me that he never seen the citation and did not know what I was talking about, I then again explained to him that I needed the citation that I had left on the counter, he then asked me why I if i had another citation, I then explained to him that I had left the citation on the counter along with his drivers license, he then looked in a drawer and found the citation , I filled the citation out and explained all the violations for the signs, asked him to sign, I then explained if he understood and that the arraignment was set for 03/06/2015 between the hours of 8:30 am to 4:30 pm and if he understood and manager stated Yes, i then left the premises
