Two banners mounted between poles in the right of way. Research reveals that a previous case for the same violation was addressed by another CE inspector. His notes indicate he spoke face to face with the manager and she was and is well aware the banners and the manner they are being displayed constitutes a violation. I will hand deliver an NOV and advise the manager fo the citation process and potential mandatory court sanctions. |
