REVIEWERS: HEATHER THRALL/GLENN MOYER (SIGN CODE)
ELIZABETH LEIBOLD & LOREN MAKUS (ENGINEERING/SVT'S)
ERIC NEWCOMB (STRUCTURAL)
LEERAY HANLY (ELECTRICAL & OUTDOOR LIGHTING CODE)
DATE: JULY 30, 2014 (2nd review)

THE FOLLOWING CODES APPLY TO THIS REVIEW: OUTDOOR LIGHTING CODE (OLC), UNIFIED DEVELOPMENT CODE (UDC), INTERNATIONAL BUILDING CODE (IBC), SIGN CODE (SC), NATIONAL ELECTRIC CODE (NEC)

***ENGLARGE ALL DIAGRAMS, ALL PLANS, ALL PRINT TO READ AND TO HAVE SCANNED FOR ACCURATE RECORDS AT 12 POINT TYPE MINIMUM***
(***RESPONSE:Thank you for enlarging freeway sign details. Please do the same for monument detail, illuminated wall sign detail and for non illum wall sign detail and engineering sheets.)

ELECTRICAL: Approved by LeeRay Hanly 7/30, pending enlargement of details

ENGINEERING (sight visibility triangles/easements): Approved by Loren Makus 7/17 pending providing overall site plan - is missing from the resubmittal.

STRUCTURAL: Approved all engineering for freeway and monument for adequate footer supports of each sign pending Sign Code reviewer's comments 7A & 7B; wall sign engineering approved anchors pending response to Sign Code reviewer's wall sign comment 3D and enlargement of font sizes to 12 point.

1) PRIOR REVIEW: PER O.L.C. - 403.5 Outdoor Lighting Controls. 403.5.1 The means of controlling the specific "off" curfew shall be by a 24 hour timing device that includes stand-by power to maintain the time and program for a minimum of 6 hours. ***Provide notation:"timers shall be provided for all illuminated signs."
###RESPONSE: Note added for freeway sign, add same note to illuminated wall sign elevation views and monument sign.

SIGN CODE REVIEW:
SITE PLAN:
2) Per 3-18 B. Overall site plan (was sheet 8 on last submittal) missing from resubmittal. Site plan required for checking street frontages, property line boundaries, sign setbacks from property lines and street curbs, sign proximity to access points, proposed sign locations, etc. Can be separate plan from general sign location plan or can be same plan - or submit copy of approved DP site plan sheet as reference sheet. Acknowledged contractor provided detail "zoom in" of freeway and monument sign locations.

WALL SIGNS:
3) LAST REVIEW: PER SC 3-18.C.2, Label height to top of each wall sign.
### RESPONSE: Wall sign heights added to elevations, however:
A) Wall sign heights are noted 20 to 25' off ground to top of letters or cabinets, taller than building in those areas. Sheet A3, building permit T14CM00036, building height is 24 feet & 6 and 3/8 inches at top of roof pitch. Re-evaluate and revise wall sign heights.
B) West elevation shows illum sign mounted in area that is actually the roof, per building plan view. Check and revise, as the sign cannot be mounted to the roof.
C) Following comment B, west elevation view - appears illum cabinet sign - at 5' tall x20 long - cannot fit on wall space between bottom ledge of roof and top of porch entry roof (this wall space is directly below where sign is currently shown on the roof pitch). Per building elevations, this wall space is approx 3 feet tall surface. Appears either a smaller cabinet would be needed for the sign to be in the general area depicted in west elevation view, or the sign would need to be relocated to furthest most west facing wall that is only partially shown on the plans. Clarify.
D) Engineering received 7/18 for illum wall sign cabinets, thank you. Engineer notes max height is 20 feet off ground to top of illum wall sign cabinets. Revise elevation views to indicate that max height, or have engineer revise engineering notes and re-seal plans/calcs. Ensure end result is both engineering and elevation views match. (Structural approves type of anchors in diagram for mounting).
E) On sheets 6, 7 & 8, remove reference to "customer to provide labeled, dedicated circuits…" signs on these sheets are non-illuminated. (Acknowledged this is a statement on a drawing template.)

4) PRIOR COMMENT: Per SC 3-32, & 3-80.B. (Industrial district) street frontage information required to evaluate total sign area proposed is within code allowances. Provide the frontages on the application and on the sign location plan.
*** RESPONSE: Frontage numbers provided on application and on general sign location map. Please revise numbers on app and on general sign location map to match approved DP frontages (807.02 along I-10 right of way boundary, 597.33 along Ajo Way boundary). Ensure this info is also legible on overall site plan.

5) PRIOR COMMENT: The location plan is cluttered and confusing where signs are labeled - use arrows rather than large round blots to indicate sign locations, note that our records are scanned in black/white.
*** RESPONSE: Thank you, much easier to read with revised layout. Please revise location plan to show sign C4, all D 1-4 signs, label E signs as 1-4. Check location of sign C1 after comments 3B & 3C are addressed.

FREEWAY SIGN:

6) Sheet 1, notes under sign view:
A) Clarify or remove note: "Height adjusted to reflect allowed height".
B) Clarify note: "Signs to be 24" deep all aluminum extrusion construction with a stucco and painted finish". Sign cabinet depth is 3' per side view - what is the 24" referring to? And where is this stucco surface - appears metal?
C) Sign height is incorrect in red notes under elevation view.
7) Sheet 1 of Engineering:
A) Engineering document notes list sign structure vertical dimension at 19.12 feet, but dimension in the drawing adjacent is 17.5 feet. Clarify. Revise engineering calc and or drawing- which requires a new engineer's seal - AND if applicable depending upon engineering revision, revise color freeway sign elevation view. (Note, Structural approves calcs for the footer size, calcs over-engineered with above dimension discrepancies.)
B) Engineering document note lists sign structure "gross area is 497.1 sqft", but dimensioned drawing adjacent of 17.5 x 26 for overall structure = 455 sqft. Clarify, revise engineering calc and or drawing-which requires a new engineer's seal - AND if applicable pending upon engineering revision, revise color freeway sign elevation view. (Note, Structural approves calcs for the footer size, calcs over-engineered with above dimension discrepancies.)

8 PRIOR COMMENT: Per SC 3-33 & 3-62, Max height for freeway sign is 48', as taken from outside edge of freeway travel lane of I-10 to top of sign cabinet. Indicate on sign elevation view (some of this information can be found on our PRO map site)
A) Label sea level contour elevations at base of the sign structure
B) Label sea level contour elevation at travel lane of I-10.
C) Provide dimension to top of cabinet from grade at base
D) Provide dimension to top of cabinet from elevation of I-10 travel lane
E) Grade at sign base is 5.8' lower than freeway travel lane elevation, per sign inspection conducted by Inspections Supervisor David Roberts.
***RESPONSE: Mean sea level elevations were added, 2494 at sign base grade and 2498 at I-10 travel lane grade. This is a 4 foot difference. Same drawing depicts a 5'10" elevation difference between same points, (5'10" is difference per Inspections Supervisor David Roberts inspection results). Revise contours as necessary and, per Sign Code Administrator, provide mean sea level elevation at top of sign cabinet and sign structure for final special inspection. Staff suggests looking at the approved grading plans for this development to find helpful information.

9) PRIOR COMMENT: Thank you for overall structure height for structural review process. To verify correct height to final this sign permit, a special inspection must be done at minimum, or confirmed by surveyor if necessary. Contact staff for advisement on special inspection process.
***RESPONSE: Per meeting with Addisigns representative 7/17, a special inspection was elected for final sign height and was to be done by same special inspector as appointed for field welding. Justin Manchester is appointed by engineer to conduct special inspection for field welding. Please provide a signed letter from Justin Manchester on his company letterhead (or notarized) that he will perform final inspection and certify accurate sign height.

10 PRIOR COMMENT: setback is shown on the location site plan as 65' but it is not clear as to what this setback measurement is actually taken from -edge of the I-10 exit ramp pavement or curbing or? Clarify. Provide setback from property line for inspections.
***RESPONSE: Freeway sign setback information was clarified in resubmittal for the distance from I-10 exit ramp curb, but no setback dimension was found (sheet 4) from property line for inspections.

MONUMENT:

11 Dimension line missing for length of rectangular bottom cabinet, please add.
12 In sign notes under electric diagram, the sign height differs from height in grade diagram below.
13 Provide notation on plan view that refers footer diagram to the engineering provided.

GENERAL: Staff will email copy of reviewer's marked up plans to visually match with review comments, which may assist contractor with response. Staff has no objection should contractor wish to separate wall signage from freeway and monument signs and run separate permits, which may save time and allow permitting and installing wall signs faster. PLEASE RESUBMIT ENTIRE PLAN SET, INCLUDING ENGINEERED DRAWINGS VIA EMAIL TO HEATHER.THRALL@TUCSONAZ.GOV IN PDF OR JPG FORMAT
07/18/2014 SIGN SITE REVIEW Continued CONTRACTOR PROVIDED ENGINEERING FOR ILLUMINATED WALL SIGN CABINETS.
07/17/2014 SIGN SITE REVIEW Continued 7/17 - MET WITH SIGN CONTRACTOR'S REP TO REVIEW REVISED DRAWINGS. REVISION SUBMITTED.
