STRUCTURAL REVIEW: Footer and construction diagram for freestanding signs were approved by Structural Division for 6/18 submittal.
***RESUBMITTAL: Structural Reviewer advised the following items are required for full approval:
1) Provide cross-section of CMU wall
2) Engineering calculations expired 2011. Provide updated set from engineer at enlarged font for records scanning.
3) Support pole has been removed from the package, remove the diagrams of the "J-bolts" and plate that would have connected to the pole. New cabinet mounting using lag shields to wall acceptable.

OUTDOOR LIGHTING CODE: unit type is now noted on plans. OLC review will continue when sign code comments addressed on sign size, as unit type/size may change with addressing sign code comments.

SIGN CODE COMMENTS:

1) Acknowledged proposed freestanding signs are now single faced, with face comprised of an electronic message center panel with static panel above, and separate pan channel lettering for a combined sign area of 60 sqft. However, per prior review 7/3, comment #13 remains: Contractor's revision shows sign area for EMC and panel above to exceed allowed sign area on a freestanding sign for single use of one tenant that is not a separate premise or a self-contained premise. (Also addressed in Sign Code compliance letter dated March 7, 2014.) Revise total sign area for one tenant to not exceed 31.9 sqft on any face of any monument sign in the submittal per 3-77.C.5.

2) Dimension EMC unit. (Staff calculated unit is approx 42 sqft). Double -check side view dimensions - remains same thickness as prior submittal that had two cabinets back to back.

3) Mounting clarification needed - the June 18 submittal sheet 5 showed a pole will support sign cabinet to attach to the J-bolt, pole is not shown on sheet 9 on resub drawing. Revise.

4) Prior review comment: SC 3-18 On side view, is top panel above EMC raised or flush letters? (side view shows pop out) (which construction & elec diagram applies? Provide/clarify)

5) Per prior comment: show shut off for each face on the sign structure(s). (Acknowledged it's on separate typical cabinet and channel letter diagrams - clarify is there a master shut off for all?)

6) Per 3-77 B, Re-evaluated numbers were submitted for total sign area. Signs B4 & B5 were accidentally left off total sign area count (acknowledged revision is within sign allowance for location). Please submit new permit application with revised numbers to match revised plan sheets.

7) Prior note: Per SC 3-77. C.5, Provide photo inventory of exist freestanding signs, note removals.

8) Prior comment: 6/23/14 Inspection - 1'8" grade differential on Swan and 1'4" grade differential on Grant. Freestanding sign height can be measured from top of street curb or elevation of adjacent travel lane edge. Staff noted revised diagram shows max height is 8' from top of street curb and 7'6" height of overall structure at grade at sign base - a 6" grade difference. Appears signs would need to be shorter in overall height at base of sign structure to meet grade differences from top of curb, and unclear how required 2' continuous base under sign can remain with height difference.

9) Additional plan check fees apply per each revised sign. Further review comments may be forthcoming, depending upon responses provided. Staff still recommends separating the wall sign and traffic directionals into another permit from freestanding sign permit, as most review comments pertain to freestanding signs. 4) Letter from Leder USA Inc is sales information and is addressed regarding a different property. OLC reviewer asks manufacturer of electronic message center and specific unit to be noted on plans. Reviewer will continue examination once that information provided, noting further review comments may be issued. Ensure unit specs meet requirements of OLC Ch. 4 & 5

N.E.C. COMMENTS:
5) (PRIOR COMMENT) Proposal contains electronic message centers. Unable to find any specific electrical diagram for their installation, nor any NITS or dimming notation information in package. (noted electrical diagram specifically notes raised illum. letters, and for fluorescent cabinet, none found for electronic message centers. (is this going to change your voltage/amps/circuits information?)

SIGN CODE COMMENTS:

6) Per Sign Code Administrator: Specify whether EMC unit is full color or monochromatic and demonstrate on plans. Dimension EMC unit, including thickness of cabinet. Side view shows one box, yet 2 separate types of cabinets proposed, mounting clarification needed- appears they mount to each other then on top of portion of CMU wall. (double check "side view west") Height of the side view should match the elevation view shown, it appears taller.

7) SIGN AREA DISCREPANCY: Latest revision shows the "south face" of the Swan Road static cabinet at 9'1" length, but no dimension width wise and no dimensions for the panels for future change of copy as is needed. The "West face" static cabinet on the Grant Road sign structure is a different size than the Swan static cabinet - the Grant cabinet is at 10"6" length and 5'6" width with 19.25 sqft called out for each panel but the panels are not dimensioned, needed for future change of copy.

8) SC 3-18 (PRIOR COMMENT) Provide attachment detail for EMC signs - and for fluorescent cabinet mount.

9) SC 3-18 On side view, is top part of sign (above EMC) raised letters??? (looking at side view it appears it's a pop out) Or flat panel? (which construction & elec diagram applies? provide)

10) Sign Code Administration has reviewed proposal. Per Sign Compliance letter dated March 7, 2014 - 3 freestanding signs permitted on Swan for this premise. Two signs exist on this frontage. The combination of an EMC on one side of sign structure and proposed fluorescent cabinet on the other side is equivalent to two separate freestanding signs, with each face of the sign cabinets proposed counts towards the total sign area allowance (see comment 11). Either show double faced signs of the same composition or remove one of these sign cabinets for the Swan frontage to be in compliance with the number of allowed freestanding signs. Provide total sign area, amps,volts,circuits and show shut off for each face on the sign structure(s).

11) Per 3-77 B, TOTAL SIGN AREA- the number of signs and their sizes in the package exceeds the sign area allowance of a 150' frontage. (Frontage needs to be shown on the sign location plan.) Re-evaluate, revise and on revision provide a total count of proposed sign area for this tenant on updated permit application.

12) Per SC 3-77. C.5, Provide photographic inventory of existing signs in photographs and note removal of existing signs if applicable.

13) (PRIOR COMMENT) Per 3-77. C.5, Provide a sign area notation for each sign - breakdown area used by raised letters, static panels and electronic message centers. ** Contractor's revision shows the sign area for the EMC and panel above to exceed allowed sign area on a freestanding sign for single use of one tenant that is not a separate premise or a self-contained premise. (Also addressed in Sign Code compliance letter dated March 7, 2014.) Revise total sign area for one tenant to not exceed 31.9 sqft on any face of any monument sign in the submittal per 3-77.C.5.

14) (PRIOR COMMENT) Check grades in the areas where both new signs are proposed and revise plans as necessary if grade on site differs from top of adjacent street curb. ** Per 6/23/14 Inspection by Supervisor David Roberts - noted a 1'8" grade differential on the Swan frontage and a 1'4" grade differential on the Grant frontage. Per Sign Code Administrator's determination, the height of a freestanding sign can be measured from top of street curb or per S.C. 3-33, height can be taken from elevation of adjacent roadway. Revise diagram provided for both sign structures - and demonstrate height is met for each cabinet face on Grant and on Swan to show height differential from top of curb to grade. NOTE: height change may effect setback and type of freestanding sign proposed. (Max height of a low-profile is 8' with 60 sqft sign area but must have a 2' wide base under the full length of the sign cabinets.)

15) Staff recommends separating the freestanding signs from the proposed wall and traffic directionals package, and having them run as separate permits. This will allow the wall and traffic directionals to proceed with the permit process faster, as most remaining review comments are pertaining to the freestanding signs.

16) Additional plan check fees apply per each revised sign. Further review comments will be forthcoming, depending upon responses provided.
