11/10/2014 INSP - INITIAL CODE ENFORCMENT Approved Spoke with Officer Lonergan at the apartment who explained the situation. The owner of the condo has had repeated contacts with police for numerous crimes. TEPCO has terminated electric service for non payment as of 10-08-14. After the electricity was disconnected TPD was called out by the HOA because the occupant of E-247 was stealing electricity from the exterior light fixture via an extension cord of which management has photographs. Today police were called by HOA because they believe the occupant of E-247 is intentionally putting foreign objects in the toilet thereby causing leakage in the two units directly below. Management did confirm the leakage and summonsed a contractor to address the damage in the lower units. Management also served the occupant of E247 a notice of intent to enter her unit to assess and repair the problem causing the leakage however the occupant refuses to open the door. Today TPD was called for the same reasons and requested CE be involved due to the lack of electricity. The occupant's automobile was in the parking lot and it was presumed she was in the condo so the officer and I attempted to make contact. I knocked on the door loudly and also verbally announced my presence. After multiple attempts I explained I would need to obtain an Administrative Warrant to forcibly enter the unit and obtain control of the property for condemnation. I posted NOV, Do Not Enter and an Order to Vacate the property on the front entry door.
