Review of the complaint has revealed the aera in question is private property and therefore a civil issue between property owners. I met with the complainant and explained the situation was a private mattere and I had no jurisdiction to issue a notice. I offered to contact the property owners on behalf of the complainant and explain the situation as request they oblige their neighbor. |
