10/21/2014 INSP - INITIAL CODE ENFORCMENT Approved Inspector Martin Mendoza received call that T.P.D. on site with min. housing issues. Not able to go and took the call. Arrived and T.P.D. not on site and the gates have locks. Did walk around and not able to find the owner. The property has tall grass and weeds with trash and debris through out. Has a blue Chevy pick up truck and a white Chevy van parked in the driveway and are not operable at this time. The front was able to open and was able to make contact with the owner. Did let the owner know why on the property that T.P.D. did call us to the property and needed to check the interior of the house for living condition. He did open the side door at the carport and was not able to walk in due to the amount of trash and debris and storage by the door. The washroom that was behind the where we enter was half full with clothing on the floor and had a door and was not able to open at this time. The kitchen was was full of storage and tires and had to go into the living room side ways. The living room was cluttered with papers, boxes, furniture and other items stored in the room. The front door was blocked with 2-refrigerators. The dinning room and the great room were filled with trash and debris and not able to gain entry to the areas. Found no smoke detectors that are working. The west bedrooms have security bars that are not able to open due to lacking the quick release. The windows are casements. The bedroom do have clutterness and able to get around but have to move some items around to get to the windows and doors. While on site, did install a smoke detector in the hallway if the owner able to remain on the property. Will come back at 4:00 to 5:00 to check if the owner was able to clean the property to remain on the property. Will do N.O.V. RV.
