Kutters Barber Shop displaying feather banner. I sopke with the owner and he stated that another inspector had spoken with hime previously for the banner in the ROW and left him with the impression that he could display the banner on his property as long as it was not in the ROW. I explained the ordinance very clearly. He understood and amicably removed the banner in my presence. |
