09/17/2014 | INSP - INITIAL CODE ENFORCMENT | Approved | VISITED THE SITE, FIRST PERSON I MET WAS TMC FACITITIES AND PLANT OPERATIONS HEAD SUPERVISOR MATT MAYNARD WHO INFORMED ME THAT TFD WAS THERE FOR THE FIRE, EXTINGUISHED THE FIRE, CONTACTED S/W GAS TO CONDUCT A LINE TEST AT WHICH TIME S/W GAS DID FIND LEAKS WITH HIGH READINGS. TMC EVACUATED ALL PERSONS WORKING ON THE STRUCTURE AND TAPED OFF THE BUILDING AND RE DIRECTED ALL PEOPLE WALKING BY THE AREA. TUCSON FIRE DEPT ASKED I WAIT TO CONDUCT MY INSPECTION UNTIL S/W GAS HAD COMPLETED THEIR LINE TEST AND ANY WORK NEEDED TO BE DONE IN THE AREA. I MET WITH S/W GAS CONSTRUCTION SUPERVISOR DON EMERICK WHO ALSO EXPLAINED THEY HAD FOUND GAS LEAKS WITH HIGH READING WHILE CONDUCTING A LINE TEST AROUND THE BUILDING (ALONG GRANT RD) AND THEIR HIGH READING AT THAT TIME WAS 85. THEY WERE T CONTINUE TAKING READING, WHEN THE HIGHEST READING WAS LOCATED THEY WOULD START DIGGING AND MAKING REPAIRS. DON ASKED ME TO CHECK IN PERIODICALLY AND HE WOULD KEEP ME UPDATED ON WHAT WAS GOING ON. S/W GAS SUGGESTED THAT THE SURROUNDING BUILDINGS MAY NEED TO BE EVACUATED. TMC MATT MAYNARD MENTIONED THAT TMC WOULD NOT EVACUATE THE PEDIATRICS BUILDING. I DID NOT FEEL THAT WAS A CODE ENFORCEMENT SHOULD NOT MAKE THAT CALL AND DON EMERICK INFORMED ME THAT IT WAS "SUGGESTED" BY S/W GAS. SHORTLY AFTER SUPERVISOR MARTIN ROMERO AND INSPECTOR JUAN VALDEZ ARRIVED TO HELP ASSIST IN THE PROCESS. DON EMERICK INFORMED ME THAT THEY LOCATED A HIGH READING OF 90, WOULD BEGIN THE REPAIR PROCESS BY PINCHING THE 2 INCH GAS LINE OFF AT THE STREET, DIG AT THE HIGH READING WHICH IS USUALLY THE LOCATION OF THE LEAK AND THEN MAKE REPAIRS. THE LINE WAS LOCATED SHORTLY AFTER, A ELBOW IN THE LINE WAS THE BAD FITTING, AND S/W GAS ALSO DECIDED TO REPAIR 4 OTHER LIKE FITINGS IN THE AREA. I THEN INSPECTED THE BUILDING WHERE THE FIRE HAD OCCURRED AND FOUND THE EXTERIOR OF THE BUILDING WAS BEING REMODELED UNDER PERMIT BY BARKER / MORRISSEY CONTRACTORS. I SPOKE TO DAVE COLLINS AND THEIR PERMIT COVERED THE ADDED WINDOWS AND DOORS, FRAMING AND STUCCO AND ALL DECK WORK WHICH WAS VERY EXTENSIVE. DAVE MENTIONED THAT ALL INTERIOR WORK WOULD BE COVERED BY TMC, THAT THEY HAVE A OPEN PERMIT AT ALLTIMES THAT WOULD COVER CHANGING OF WALLS, MINOR ELECTRICAL AND PLUMBING AND USUALLY ALL WORK WAS DONE IN HOUSE. SO THE EXTERIOR WAS NOT AFFECTED AND ALL INTERIOR REPAIRS WILL BE COVERED UNDER TMC "BLANKET" PERMIT. AFTER ALL INSPECTIORS HAD QUESTIONED SEVERAL OF THE TMC OPERATIONS PERSONAL, S/W GAS AND CONTRACTORS BARKER / MORRISSEY IT WAS DECIDED THAT A NOV WOULD NOT BE REQUIRED AS PERMITS AND REPAIRS WOULD BE COVERED BY TMC OPERATIONS. |
