At site with owner, Steven. Power restored, but means of egress and living conditions are an issue. I had access to the unit to check the electric. There is storage and refuse throughout the unit. Informed supervisors of a shutdown. Posted Unfit to Occupy notice and informed tenant that she couldn't be there at night. She stated that she had help coming over to help her clean up the unit.
