| 03/18/2014 | INSP - INITIAL CODE ENFORCMENT | Approved | VISITED SITE, MET WITH TFD INVESTIGATORS WHO MENTIONED THAT COMPLEX #8 WAS ENTIRELY WITHOUT POWER, 36 UNITS AND THAT FIRE ORIGINATED IN UNIT #810 BUT UNSURE WHY ALL 36 UNITS WERE WITHOUT POWER AND COULD THE WEST HALF HAVE POWER RESTORED, INFORMED ME THAT THEY WERE WAITING TO HEAR IF THE CALL WAS TO GO CRIME SCENE. MET WITH VICKI CARUSO (358-1265) MANAGER, AND RALPH CARRUSO, HEAD OF MAINTANENCE. BEGAN WORKING WITH MAINTANENCE ON RESTORING POWER BUT THE WERE UNSURE WHY AND HOW THE POWER GOT TURNED OFF AND TFD UNSURE WHY ALL 36 UNITS WERE OFF. CALLED FOR TEP PERSON WHO CUT POWER TO RETURN TO THE SCENE AND WORKED WITH THAT PERSON TO RESTORE POWER TO THE WEST 18 UNITS. POWER WAS RESTORED TO THE TRANSFORMER SOUTH OF THE COMPLEX BUT PER TFD KEPT POWER OFF AT THE TRANSFORMER FOR THE EAST EIGHTEEN UNITS. CHECKED ALL 18 UNITS ON THE WEST SIDE TO ENSURE EACH UNIT HAD POWER SO THAT THOSE TENANTS COULD RETURN TO THEIR UNITS. ** THEN WORKED WITH TFD CAPTAIN TO ALLOW THOSE TENANTS WHO REQUIRED MEDICATION TO GO INTO THOSE UNITS GET WHAT WAS REQUIRE AND LEAVE AND THEN ALLOWED TENANTS WITH PETS TO GO INTO THEIR UNITS AND TEND TO PETS. RED CROSS HAD BEEN CONTACTED AND ARRIVED ON SCENE QUICKLY. TOSCANA COVE APT OWNERS ALSO OWNED RETRO CITY APTS ON NORTH HASKELL, EIGHT OF THE TENANTS WOULD BE ABLE TO BE HOUSED AT RETRO CITY AND THE REMAINING TENANTS HOUSED THRU RED CROSS. ** ONCE CRIME SCENE TOOK PICTURES STARTING AT THE THIRD FLOOR, AND ONCE THEY WERE COMPLETE WITH THE THIRD FLOOR I WAS ALLOWED TO ENTER THE THIRD FLOOR UNITS TO INSPECT EACH UNIT AND DETERMINE THE DAMAGE. ALL THIRD FLOOR UNITS RECEIVED SMOKE DAMAGE AND DOORS AND JAMBS DAMAGED BY FORCED ENTRY (TFD) SAME WITH THE SECOND FLOOR. UNIT #810 WAS COMPLETELY GUTTED BY FIRE AND ADJOINING UNITS EACH SIDE AND TOP RECEIVED HEAVY SMOKE DAMAGE, DAMAGED WINDOWS AND DOORS. MANAGER VICKI CARUSO DECIDED TO HAVE HERE MAINTANENCE PERSON AND OCCUPANT JEFF KRING (272-6482) COMPLETE THE BOARD UP PROCESS. AS I INSPECTED UNITS I COMPLETED A PUNCH LIST FOR BOARDING OF EACH UNIT WHICH WAS GIVEN TO JEFF KRING. WALKWAYS, RAILINGS, AND OVERHEAD COVERING FOR THE WALKWAYS ALL RECEIVED DIFFERENT DEGREES OF FIRE DAMAGE. EMERGENCY NOV ORDER TO VACATE WAS ISSUED FOR ALL 18 UNITS, NOV FOR REPAIRS WAS ISSUED FOR 18 UNITS AND INDEMNIFICATION FOR BOARD UP ISSUED. DID SPEAK TO RICK SALDATE TO WHEN POWER COULD BE RESTORED TO THE EAST 18 UNITS DEPENDING ON WHEN SMOKE DAMAGE IS ABATED AND ANY OTHER ISSUES AND HOW QUICKLY MANAGER WANTS TO REOCCUPY THE UNITS. |
