RE: SIGN PERMIT REVIEW (4th REVIEW)
FOR: SAFEWAY PROPOSED POLE SIGN, GOLF LINKS FRONTAGE
AT: 6370 E GOLF LINKS ROAD
REVIEWER: HEATHER THRALL
DATE: Jan 2, 2014

1. (THE FOLLOWING COMMENTS WERE NOT ADDRESSED, NO REVISED SIGN PERMIT APPLICATION RECEIVED).
2. REGARDING APPLICATION: REVISE AS FOLLOWS:
a. The dimensions are listed on the application at 13.58' x 12.16', which does not equal the 64.37 square feet sign area noted on the application. List actual SIGN AREA dimensions of the sign as defined by the Tucson Sign Code (box overall area), not the entire sign structure. **** REVISE APP TO MATCH NEW SIGN AREA ON REVISION****
b. The application identifies proposed sign as a "mon" sign, no such designation exists in the Tucson Sign Code. If it is intended to be a double-faced freestanding pole sign, the proper identifier is "FP" please change application accordingly.
c. Sign height noted exceeds maximum allowed for a pole sign per the Tucson Sign Code 3-61.c.3. Maximum pole sign height is 12'. Please revise application.
d. Type of construction refers to the materials used - i.e. masonry, metal, plastic, etc, not that it's a "new" sign. Please revise.
e. Provide the monetary valuation of the sign.

2. REGARDING SHEET 1 OF 5:
a. SIGN HEIGHT: Acknowledged sign height reduced from last review. Revision shows the sign height measurement taken from the pavement elevation of Golf Links Road, but note next to measurement line states height taken from street curb. Clarify which applies - are you taking this from top of curb as allowed, or from pavement elevation? Either remove note or fix drawing line. (*As noted in reviews 11/12 & 11/21, 12/16 - and in redlines emailed to contractor prior, the sign height cannot exceed 12' as measured from the top of street curb to the top of the sign lettering /3-33 of the Sign Code & per Sign Code Administrator's August 26, 2013 determination allowing top of curb rather than elevation of edge of travel lane to be used for base elevation).
b. For inspections purposes and for verifying prior submitted engineering calculations match revised sign design, provide overall height of sign structure as measured from grade at base of sign (this was shown prior but removed from revised sheet).

3. REGARDING SHEET 2 OF 5
a. (COMMENT NOT ADDRESSED FROM PRIOR REVIEW) Provide note that sign shall maintain 3' minimum clearance from all fire hydrants (as hydrant is shown near the sign in the elevation view provided). Contact Martin Brown at Tucson Fire Department if you have questions.

4. REGARDING ELECTRICAL SHEET 3 OF 5/REVIEWER: LEERAY HANLY
a. Signs staff indicates their understanding is the proposal is a replacement sign. Provide reference note on sheet 3, above provided electrical notes that states "replacement sign, using existing electrical".

5. (The following review comment set was partially addressed.) Acknowledged a site plan for 1 parcel in the shopping center was provided for the area in which the new sign is to be installed, and a survey/easement document was provided that lists site frontages. On the overall site plan needed for the review, the site frontages should exclude the gas station parcel that is not a part of the center. The existing/proposed monument sign locations should be called out in a symbol or abbreviation (as scanning of records is done only in black/white) (i.e. state "Existing single tenant -Panda Express monument", "Existing single tenant - Jack in the Box monument"- to cross reference photos received prior) or note a "multi-tenant sign".
6. REGARDING SITE PLANS:
a. An overall site plan for the shopping center should include:
1. Property lines, current and future,
2. parking calculations for uses on site
3. driveways,
4. site frontages,
5. existing sign locations,
6. new sign locations,
7. easements,
8. fire hydrants,
9. street curbs,
10. dimensioned sight visibility triangles - current and future,
11. setbacks from street curbs noted to leading edge of proposed sign.
b. Provide a copy of the most recent City of Tucson stamped & approved site plan for this overall shopping center. Ensure it is copied such that building area and parking calculations can be read. Call out on that site plan where all existing signs are within the shopping center - excluding the gas station on the corner, and list the street frontages.

6. REGARDING LOCATING SIGN IN RIGHT OF WAY ALONG GOLF LINKS
Use of City of Tucson right-of-way requires a temporary revocable easement (TRE) issued through the City of Tucson Real Estate Department. Application for a TRE cannot be made until the sign application has been approved. For information, contact John Cahill at 520-837-6768.

7. REGARDING STRUCTURAL ENGINEERING REVIEW
Footer size and wind load calculations were approved 11/12/13. For information contact Eric Newcomb at 520-837-4911.
ACKNOWLEDGED: Structural reviewer acknowledged reduction in sign height on color elevation views - though height of overall sign structure is not shown from grade at base to top of structure (as requested in comment 2.b.) the sign structure is likely shorter in the revision than original engineered drawings. The original engineered drawings may be used as long as 3 x 8 footer used for smaller revised sign, as the original engineered drawings demonstrated a 3 x 8 footer is capable of supporting a sign at 13'7" tall at base and 15'2.5" wide at base.

Note: Per Sign Code Section 3-18, two sets of the final approved plan set will be required.
12/30/2013 SIGN SITE REVIEW Continued Received revisions for review.

FOR: SAFEWAY PROPOSED POLE SIGN, GOLF LINKS FRONTAGE

1. REGARDING APPLICATION: REVISE AS FOLLOWS:
a. The dimensions are listed on the application at 13.58' x 12.16', which does not equal the 64.37 square feet sign area noted on the application. List actual SIGN AREA dimensions of the sign as defined by the Tucson Sign Code (box overall area), not the entire sign structure.
b. The application identifies the proposed sign as a "mon" sign, no such designation exists in the Tucson Sign Code. If it is intended to be a double-faced freestanding pole sign, the proper identifier is "FP" please change application accordingly.
c. Sign height noted exceeds the maximum allowed for a pole sign per the Tucson Sign Code 3-61.c.3. Maximum pole sign height is 12'. Please revise application and drawing.
d. Type of construction refers to the materials used - i.e. masonry, metal, plastic, etc, not that it's a "new" sign. Please revise.
e. Provide the monetary valuation of the sign.

2. REGARDING SHEET 1 OF 5:
a. SIDE VIEW: Clarify/call out if logo and individual letters are flush with the sign structure or raised and if so to what extent
b. SIGN AREA: Total sign area is listed at 64.37, but as requested in 11/12 redlines shared with contractor, sign area is not presented in a breakdown of square footage per panel and for lettering/logo at top of panels (for future change of copy permits and verifying total sign area). No overall boxed dimension is given for the overall sign area horizontally, only that it is within 7' and ½ inch" window vertically, thus no way to verify sign area listing is accurate.
c. SIGN HEIGHT: As has been noted in reviews 11/12 & 11/21 and in redlines emailed to contractor prior, the sign height cannot exceed 12' as measured from the top of street curb to the top of the sign lettering (3-33 of the Sign Code & per Sign Code Administrator's August 26, 2013 determination allowing top of curb rather than elevation of edge of travel lane to be used for base elevation). The sign is listed as being 13'10" - revise and lower to 12'.
d. SIGN CONSTRUCTION: No construction details are provided other than notation at the bottom of sheet 1 - "aluminum" - is there any masonry with the sign base? - is this all one cabinet of aluminum? and what are the sign panels and lettering comprised of - lexan, acrylic? Just as noted with the address at the bottom of the sign (which is excluded from the sign area) call out all construction materials and then correlate on the application as well. - see comment 1.d.

3. REGARDING SHEET 2 OF 5
a. Sign height is too tall, per comment 2.c. Revise throughout drawing set. Note, label Golf Links Road in top view and label "driveway" in bottom view, as height is to be shown from street view it should be clarified.
b. Provide note that sign shall maintain 3' minimum clearance from all fire hydrants. Contact Martin Brown at Tucson Fire Department if you have questions.

4. REGARDING ELECTRICAL SHEET 3 OF 5/REVIEWER: LEERAY HANLY
a. Provide timer per Outdoor Lighting Code Section 403.5
b. The means of controlling the specific "off" curfew shall be by a 24 hour timing device that includes stand-by power to maintain the time and program for a minimum of 6 hours. Curfew times to meet 501.5
c. Reference to multi-tap 277 volt - provide complete electrical plans.

5. REGARDING SITE PLANS
a. 6 different sheets were submitted, however, information between them is inconsistent.
b. Site plan should include:
1. Property lines, current and future,
2. parking calculations for uses on site
3. driveways,
4. site frontages,
5. existing sign locations,
6. new sign locations,
7. easements,
8. fire hydrants,
9. street curbs,
10. dimensioned sight visibility triangles - current and future,
11. setbacks from street curbs noted to leading edge of proposed sign.
c. Provide a copy of the most recent City of Tucson stamped & approved site plan for this overall shopping center. Ensure it is copied such that building area and parking calculations can be read. Call out on that site plan where all existing signs are within the shopping center - excluding the gas station on the corner, and list the street frontages.
d. Provide a zoomed in plan -printed to a usable scale such as 1:30 - that legibly shows the property line, street curb, and dimensioned sight visibility triangle and sign setbacks.
