Permit: T13OT00759
AT: 4726 S Country Club, proposed Gerson's Building Materials
Zone: C-2/R-1 - General Business District of the Sign Code
Use: Change from trucking instructional school to retail = change of occupancy in Sign Code

Code notations from 1st review:
Sec. 3-97. Change of use. A. Any nonconforming sign may continue to be utilized as long as the occupancy of the use within the structure remains the same. When a use changes from one occupancy category to another, all signs shall be brought into conformance with the provisions of this chapter.
Sign Code Section 3-96.C. Except for reasonable repairs and alterations, no nonconforming sign shall be moved, altered, removed and reinstalled, or replaced, unless it is brought into compliance with the requirements of this Sign Code.

Original Proposal requested a change of copy on a nonconforming pole sign. With the change of occupancy class, Section 3-97of the Sign Code applied and the proposal has now evolved to request to re-allocate nonconforming pole sign to become a conforming freeway sign through a repair (relocate lower manual marquis board to maintain 14' vertical clearance) and change of copy larger upper cabinet.

1) The following comments are Sign Code related:

A) Per 3-18. Provide elevation view of final sign configuration, dimensioned, with copy noted. Acknowledged side view, thank you.
B) Per 3-18. Dimension final sign configuration side view for all sign cabinet widths, of each cabinet and then from face on one side to the face on other side.
C) Per 3-62.E. Understood lower cabinet is being raised, in final configuration side view, dimension clearance from bottom of cabinet to grade below: 14' minimum.
D) Per 3-18. Appears the notation for the welding/angle iron info in current side view should be applied to the final configuration view.
E) Per 3-18: Note on current side view what is being removed/shifted.
F) Per 3-77.B.2. - sign area allowed is based on street frontage. Acknowledged frontage is listed on application. Provide dimensioned site plan (use recent C of O site plan approved by zoning - on PRO under documents) showing property boundaries/street frontage.
G) Per 3-62. D/ 3-18. - height to top of sign from grade at base is listed on application as 29' on drawing is listed 29'10" - clarify / revise as necessary for inspections purposes. Acknowledged topo map showing grade difference at freeway travel lanes being 10' higher than site, of which official sign height would be measured for freeway sign.
H) Per 3-18. Identify type of lighting within sign for records purposes and show any changes to electrical or note no changes.

2) The following comments are IBC related - Eric Newcomb, Reviewer:
A) Welding is noted on the drawing. Assumed field welding and work to take place on site - clarify as such on drawing.
B) Field welding requires special inspection. Have engineer fill out special inspection cert and return to staff with chosen, qualified special inspector noted. This must be returned to staff before the permit can be issued. Special inspection certificate can be found here: http://cms3.tucsonaz.gov/files/dsd/Special_Inspection.pdf
08/09/2013 SIGN SITE REVIEW Continued Contractor provided engineering calculations, drawings, maps, construction specs, and revised sign application for review to continue. Structural has reviewed and approved the structural calculations/specs.
07/15/2013 SIGN SITE REVIEW Continued Sign Code Administrator reviewed overview of proposal. Contacted contractor to advise it is possible to proceed if he can provide construction specs and mapped measurements to confirm for our review that it is possible to re-allocate the nonconforming pole sign to become a conforming freeway sign. revised sign permit application and engineering required.
07/08/2013 SIGN SITE REVIEW Continued Contractor advised his client's property and the sign are within 250' of the right of way of I-10. Client desires to re-allocate the sign from a pole sign to a freeway sign. Would require the bottom cabinet being raised to meet the minimum 14' clearance. Consultation with the Sign Code Administrator forthcoming.

The sign shown on the application for a proposed change of copy is a nonconforming pole sign, exceeding the height and allowed sign area for a pole sign in the city limits of Tucson under the current Sign Code. With the change of occupancy class from an educational use (former trucking school) to a retail use (building materials sales), the Sign Code requires that this sign be brought into conformance with the Sign Code or removed from the premises, per 3-96.C, 3-97.A.
