The following codes apply to this project: Sign Code (SC), International Building Code (IBC) & Outdoor Lighting Code (OLC).

1) Acknowledged an EMC/static panel cabinet is proposed to replace the manual reader board monument sign and existing pole re-used. Project considered to be installation of a new sign and to meet all current code.
2) Note, per a closer review of Google street views, there is a detached structure near building entry with 2 raised religious symbols near top of structure, visibly over 12' above ground. It appears built with church. This structure/symbols are considered to be a nonconforming pole sign (exceeds height allowed under current code) and will count towards allowed number of signs for this site. (3-77.C.5.) With a frontage along 22nd Street at 534', a max of 2 freestanding signs would be allowed along 22nd. Per 3-77.C.5, For sign code calculations, show both signs on site plan. Provide sign area, height and setbacks for the nonconforming pole sign.
3) Enlarge diagram of proposed sign elevation. For records, font must be a minimum of 12 point.
4) Proposed cabinet appears to have a top static panel and a bottom EMC panel. Dimension each for records and future change of copy purposes. Call out materials for top panel.
5) Per 3.33.A., For signs 40' and closer to road, the grade of a sign is elevation of outside edge of street or roadway travel lane nearest to sign measured perpendicular to travel lane. Elevation provided notes 10' height as measured from grade at the base of the sign. Revise to meet current grade definition on detail diagram that shows difference in height from roadway elevation to grade at base of sign. *see comment 1 in Structural Review.
6) Per Definition of a monument sign Y.1., provide pole cover and dimension on elevation view, note materials used to construct it.
7) Please slightly revise note J on construction sheet to read "LED Board not to change message more than 1 x per hour and in one movement, no animation - per 3.53.A.1. & B."

1) Appears existing pole will have to be cut to comply with sign reviewer's height notation. Note on diagram the length to be removed.
2) Clarify material of existing support pole and indicate if round or square.
3) Plans note welding to attach post toe sign cabinet base. Assume field welding. Engineering required to demonstrate type and size of welds, provide calculations and drawing with engineer's seal. Special inspection required. Have engineer fill out special inspection certificate, return to staff for approval prior to release of permit. SIGN CODE REVIEW: Sign project appears to consist of replacing double-sided monument marquis with an LED electronic message center (EMC) cabinet.

1) Appears a church member signed the application, the licensed contractor doing the installation must sign the sign permit application.

2) Photos acknowledged of Bovell Builders having certificate of liability insurance, will allow review to proceed. Have Acord Insurance send insurance certificates to the City of Tucson as an official certificate holder of the insurance cert.

3) Bovell Builders is a welding company per search of AZ ROC. Assumed working with a licensed electrician for this project. Please provide a letter from the licensed electrician with their license information, contact information, note the job address, proposed work to be done and a statement indicating what specifically the scope of work will be on this project for the electrician. (FYI other option could be to contract with a sign contractor licensed in electric work.)

4) Site is zoned O-3 = general business district of the sign code. Provide documentation if any other freestanding signs exist on the property and note the length of the property line along 22nd St on the sign permit application to match dimension provided on the original overall site plan.

5) NOTE: site plan provided is from original installation of existing sign and will be allowed to be used for this project without a definite scale noted on current copy since the setback is over 30' away from the face of street curb, is not near a sight visibility triangle and our engineering staff has approved it.

6) Per 3-18: Unclear if there are 2 separate sign panels on this cabinet - one part appears to be a static vinyl panel? One part a LED message center - or is the top part also part of the message center? Label materials and dimension each cabinet/panel on the sign and show how the top panel (if it is a separate panel) is held in place (bars?).

7) Revise sign cabinet dimensions on permit application to match graphic provided. (5.42 x 8 = 43.36)

8) Per 3-18: Provide total SIGN AREA calculation in comment #5 on the graphic provided.

9) Per 3-11 definition of a monument sign: Provide a POLE COVER or architectural embellishment over the sign support pole, show on graphic with dimensions, identify material and indicate how installed.

10) Per 3-18: Provide dimensioned graphic of sign as fully installed (elevation and side elevation views) showing:
A) the existing footer depth/width
B) materials comprising the support pole
C) pole cover
D) max height of the sign as taken from the adjacent roadway elevation (depict) is 10'
E) dimensions of the overall cabinet and total sign area of the cabinet listed on the graphic
F) dimensions of cabinet thickness
G) Per section 3-53: Add note: "Electronic message center may change a maximum 1 x per hour - in one movement, no animation or scrolling permitted."

11) Per 3-60 & 3-36: HEIGHT: Existing sign is noted at 10' height from grade adjacent to sign, per provided original permit, with exist cabinet at 5 x 10. New cabinet is listed at 5.42 x 8. A new cabinet equals a new sign, equals meeting current sign code for height. The difference in cabinet size and the likely difference in grade between the roadway elevation and elevation at the base of the sign indicates the pole will have to be shortened to maintain 10' max height from adjacent roadway elevation. Provide diagram explaining how the pole will be shortened and see structural review comments pertaining.

12) Per 3-60, SETBACK: original sign cabinet was 5 x 10 with 37'7" setback from face of curb to leading edge of sign per original permit sign off. With a new 5.42 x 8 cabinet, centered on pole as shown in the graphic, the setback will not remain at 37'7" because the new cabinet is 2' shorter in length. Please calculate the new setback (leading edge of sign cabinet to face of street curb) and list on the sign permit application and note on the site plan submitted.

STRUCTURAL REVIEW:

1) Concept drawing of the match plate does not match the photos submitted of the EMC cabinet.

2) Appears cut/welds apply to existing sign pole.

3) Demonstrate on dimensioned diagram the assembly of the sign cabinet to the pole, any cut/welds to the pole, types of materials involved, cabinet dimensions and weight, and number and size of any nuts/bolts, etc..

4) Provide structural engineer calculations and diagrams to show re-use of the existing pole and it's footer depth is adequate.

5) If comment 2 applies, a special inspection is required. A special inspection certificate needs to be filled out and sealed by an engineer, with the engineer designating the type of inspections required and the name of the special inspector qualified to conduct the inspection(s). This certificate needs to be returned to staff and approved by staff prior to permit release (engineer and inspectors should be off city approved list found at this link: http://cms3.tucsonaz.gov/pdsd/forms/applications .

OUTDOOR LIGHTING CODE REVIEW:

1) Show/label on diagram if there is a cover on the exterior of the sign, OLC 501.3. If lamps directly visible, must provide a lumen count, suggest contacting sign supplier.

2) 501.3.2. - requires rated lamp color temperature must not exceed 4400k at any time, provide spec sheet

3) 501.5 - sign shall be limited to max luminous intensity of 200 NITS full white mode from sunset to sunrise, must be verified on plans.

4) 501.6 - curfew times to be met by controls that comply w/ 403.5.
