Right-of-way obstructed by several vehicles, shopping carts, etc. Spoke to owner at property who did not allow access to property, which is fenced and screened. No JMVs on front ROW; any JMVs on property are screened. Violations observed from front are an accumulation of refuse and excessive storage over 25% on the property. Storage is present in front yard area. See research. |
