06/12/2013 INSP - INITIAL CODE ENFORCMENT Approved Went to the site and found a Thomas Scott Mills staying in the house. The neighbors stated that at night up to 3-people are staying in the house and leave in the morning. The house is still with out water, electrical and gas. The person staying in the house has been cited for tampering with the meter when being turned off for non-payment. The meter has a city lock on the city side due to the tampering. The owner was notified and he stated that no one has been given permission to stay in the house. T.P.D. was called to the site and they never showed up. Did call Jim Hurd to the site to assist with meeting with the person staying in the house and he let us in. The house was cleaned and he had water in buckets for the toilet. The bedroom was where the carport was enclosed on the west side of the house. The back door has no strike plates but not forced opened where the jamb was broken and able to relock. The windows in the northeast side have been forced open where the locking device has been removed and not able to lock the window. The windows in the southeast side had breakaways that were opened but was able to have relocked to secure that area. Found where the water heater was in the storage room was able to open and found where the person was going into the attic and opening the doors. The person had no keys to the house and was not able to lock the house. Did talk to the supervisor Rick Saldate and was given permission to have the property secured due to this was the same person who kept breaking into the before and the sticker was still posted on the front window. Did advise the person staying in the house that if T.P.D. shows and see the stricker on the front window that he will be arrested due to the house has the sticker on the window and no untilities are on at this time. He choose to leave at that time. Bathcrest was called to the property to have the openings secured that were not able to secure. The owner was called back after the property was secured to let him know of the property being secured and re-posted on the front window. The front door was not secured by the city and was able to lock at the door and the owner can gain entry into the house with the key. Took pictures. Will do N.O.V. RV.
