03/14/2013 INSP - INITIAL CODE ENFORCMENT Approved VISITED SITE, MET WITH TFD INVESTIGATORS, FOUND A KITCHEN FIRE OCCURRED IN UNIT #218. FIRE STARTED ON TOP OF THE STOVE, FOUND FRONT BURNER STUCK IN THE ON POSTION. TENANT JERRY JACKSON MENTIONED THAT THE FRONT BURNER WAS FAULTY, NEEDED TO SHAKE OR DO DIFFERENT THINGS BUT IT WOULD EVENTUALLY COME ON. HE STARTED COOKING BUT THEN SAT DOWN (RESTING) AND THEN THE FIRE. TFD WAS ABLE TO PUT OUT THE FIRE WITH SEVERAL FIRE EXTINGUISHERS. MY FINDINGS ARE AS FOLLOWS:

> STOVE AND RANGE HOOD DAMAGED BY FIRE.
> UPPER CABINETS DAMAGED BY FIRE
>DRYWALL ON THE SOUTH SIDE KITCHEN WALL DAMAGED BY FIRE AND PARTIALLY REMOVED BY TFD.
> STOVE ELECTRICAL EXPOSED BY TFD, POSSIBLE HEAT DAMAGE. POWER ORIGINALLY TURNED OFF AT MAIN SERVICE PANEL. ONE 20 AMP BREAKER LEFT ON IN THE SUB PANEL FOR LIGHTS IN BDRM AND HALL. GFCI OUTLETS IN BATHROOM AND KITCHEN RECEIVED POSSIBLE HEAT DAMAGE.
> LIVINGROOM, HALLWAY, BATHROOM, AND BEDROOM RECEIVED SMOKE DAMAGE.

RESTORED POWER AT THE MAIN SERVICE PANEL. LEFT ALL BUT ONE 20 AMP BREAKER OFF AT THE SUB PANEL. TWENTY AMP BREAKER TURNED LIGHTS ON IN THE BEROOM AND HALL. EXPLAINED TO THE MANAGER THAT ALL OTHER BREAKERS IN THE SUB PANEL WERE TO REMAIN OFF.
** TENANT MENTIONED HE HAD A PLACE TO STAY UNTIL HE COULD GET MOVED BACK IN. MANAGER EMIL MENTIONED THE UNIT NEXT DOOR WOULD BE OPENING UP, THAT OCCUPANT GAVE A TWO WEEK NOTICE AND WHEN IT OPENS UP THEY WOULD NEED TO CLEAN IT AND THEN HE COULD HAVE THE KEYS. EMERGENCY NOV TO VACATE WAS ISSUED TO MANAGER EMIL METZGER, NOV INCLUDED 16-4 PERMITS REQUIRED, AND UNIT WAS POSTED. JERRY WAS TO REMOVE NECESSARY BELONGINGS AND RESPONSIBLE FOR SECURING THE UNIT.
