The time constraint is part of a contractual agreement between the Developer and the nearby HOA which was overseen by Mayor and Council as well as PDSD Zoning section and approved as a "Special Exemption". The NOV is being issued solely upon the repeated allegation of the resident at 9572 E Catalina Hills Drive as I have not witnessed said violation.
