I rode with Agel and inspected this address and the neighborhood. Concrete sidewalks are not present in this neighborhood. Right of ways/sidewalk areas are landscaped and always have been in much of this neighborhood. Most of the ROW has space for pedestrian use except for an occasional old growth cactus or shrub. Enforcement will not be supported by the courts. This address is consistent with the neighborhood's make-up. Close case. CR |
