Met complainant on property; he indicated areas in paved parking area that were previously cut into and since re-paved as evidence of past illegal sewer work. One cut appears to go to previously exisiting dwelling unit, which was vacant and secure. This was the unit he previously identified as a shed. Complainant advised the work occurred a year ago. He was advised we could not found clear RWOP, since it may have been a "like for like" pipe replacement, it appear to have occurred more than a year ago, and we did not have jurisdiction to tear up pavement. |
