Site meeting for inspection. Contact made w/complex manager, proceeded to unit 158. Contact made w/occupants. Walked unit w/tenants & reviewed issues. 1st item, ceiling in kitchen has split at seam, approx. 6', small bubble present, measures approx 12" long by 3" wide. 2nd item-Kitchen faucet leaking at base, neck connection. 3rd item- stated bottom of kitchen cabinet need to be replace due to water damage. Insufficient damage to base cabinet, slightly bowed, but not separating. No jurisdiction. 4th item 1-single handle faucet found to be leaking when Handel forced & held open by tenant in bathroom. Inspector opened faucet to show tenant if opened properly, faucet will not leak. 5th item- Tenant proceeded to tub area. Pointed out 1 corner by floor approx. 3" & along side of tub around 4-4" tile, grout seam has mold issues. Informed them that was a house cleaning issue to be resolved by tenant, HCD has no jurisdiction. 6th item, Produced dirty air filter, stated management had not changed. Tenant informed HCD has no jurisdiction due to agreement between management & tenants. 7th item, opened hot water closet, pointed out discolored wall stating another mold issues, informed tenant, inspector could not verify if discolorations is mold, testing would be required by a Hygienist to verify. Tenant provided card from a Hygienist & requested inspector contact him for information. Informed tenants, they had to provide documentation from Hygienist to inspector of any findings. Tenant also stated according to hygienist he had contacted apartment needs to be sealed off to do mold restoration, indicated management should pay for tenants to be placed some where else while restoration be done. Insp. informed tenant HCD had no jurisdiction as to required such restoration, if tenants wanted to go that route, tenants would be responsible for cost. Informed tenant NOV to be sent to management & copy to tenants, Management stated facet issues to be address this afternoon. 30 days will be given to abate issues. NOV to be out by some time next week.
