On call inspector directed to site, found on-call lock changed out. Property owner not present, existing lock cut off & new on call left open. 2 trip to secure property found property owner present & living in tent, contacted supervisor & aware of issue, gate secured. Owner was allowed to stay on property & warned not to entry structure at night.
