| 05/04/2011 | INSP - INITIAL CODE ENFORCMENT | Approved | The initial complaint was the resident at 1847 was dumping animal feces into the utility easement, was investigated on 11-04-10 case # T10DV07922. Utility easements are private property whereas alley's are public right of way. As explained in the original case there is a large sign posted at the opening to the utility easement which reads "No Trespassing" "Private Property". I contacted the complainant and requested access to his property to verify the complaint. I received no response whatsoever. The complaint returned again on the 29th of April, this time I entered the utility easement against the No Trespassing order. When I arrived at the complainants property I could not navigate any further due to high grass, weeds and or other debris as far as I could see into the remainder of the easement. I made the decision to Notice the remainder of the addresses on Olsen and Amalia, the adjoining side of the utility easement. I informed my supervisor of the situation as the complaint was routed through the ward 5 office. I have had several phone messages regarding the notices including a very derogatory message from a neighbor who seems to be confused about the difference between a citation and a notice. I returned his call and left a message explaining the situation and I'm awaiting a response. I also got a call from the complainant whom I haven't called back as yet. In all I sent 32 NOV's realizing there may have been some addresses without violations however not being able to traverse the entire easement legally as well as blockage from vegetation and other debris and not being able to see the entire easement I followed typical procedure and sent a notice to all addresses knowing some would not have violations not being able to identify which did or did not. |
