EXPLANATION OF WHY CONFORMANCE WITH THE ABOVE REQUIREMENT PRESENTS AN UNUSUAL PROBLEM: We are unable to comply with the code standards completely because of several reasons. These reasons consist of time, electricity, and money. Due to time restriction and the delayed notice of the alarm requirements unfortunately we due not have time to contract, permit, and install the required alarm system in time. Also as of right now the entire facility is run under a temporary power (generator) and would not be suitable for the required system, we do plan on bringing up permanent power in order to support such a system but this will be a massive undertaking and again time plays a major factor. And lastly with the delayed notice we do not have the funds to be able to expedite the installation of an alarm system. We want to comply and will comply with the code standards eventually but as far as having a system ready in time for our October 1st opening we simply do not have the time or the means.

STATE SPECIFICALLY WHAT IS PROPOSED IN LIEU OF LITERAL COMPLIANCE: In lieu of the alarm system we would have three Fire Watch personnel during operation hours along with a fire watch Supervisor that will ensure that the fire watch duties are being followed. The fire watches would be properly trained and will understand their fire watch responsibilities, they will be clearly visible, and would be equipped with communication devices; a radio for on site communication and a cell phone for off site communication. The fire watches will also equipped with flash lights for safety and visibility. The occupant manager will maintain a fire watch log book to keep an accurate track for accountability. In addition we will have a manned station with an approved generator where the house lights can be turned on and an audible voice alarm will be played through a looped and recorded electronic device in case of an emergency. This system will only be temporary, we eventually plan on installing an approved alarm system according to code.
