I DID NOT ISSUE A STOP WORK ORDER, THE ROOF WAS HALF COMPLETED AND THE OTHER SIDE WAS EXPOSED. MY CONCERN WAS PROTECTING THE BUILDING. THE EXPOSED MEMBRANE IS NOT DESIGNED TO PROVIDE PROTECTION IT'S A MERE VAPOR BARRIER. THE SEASON IS MONSOON TIME WHICH BRINGS NOT ONLY RAINS BUT MICRO BURST THAT COULD CAUSE SERVER DAMAGE TO THE DWELLING. THE HISTORICAL REVIEW PROCESS TIME FRAME IS UNKNOWN, SO CONSIDERING ALL THE FACTS IN HAND IS WHY I DID NOT ISSUE A STOP WORK ORDER. I CALLED SUPERVISOR CARLOS PORTILLO TO ADVISED. I SAW NO EVIDENCE THAT THE DECKING HAD BEEN REPLACED. |
