11/24/2009 INSP - INITIAL CODE ENFORCMENT Approved I was called for to meet TPD officer Gold at 218 E Mohave to look into property for no hot water or heat and possible rat infestation. There was hot water but the heater was not turned on by the renter's request. There were small potable heaters being used to heat the rooms. There were a lot of extension cords running through out the house. The bathroom had no light and had a light hooked up by an extension cord. The house was not kept up by the owner or the renter; trash and refuse was seen through out the inside and out side of the house. One of the bedroom windows was boarded. Their was no way to get to the back door for one of the doors leading to the back door was locked and the renter did not have a key which left the only exit out of the house to be the front door, the renter would not be able to use the window as a exit if there was a fire, so we have egress issues as well. You could see rat droppings on the tables (see pictures). There looks to have been additions put on to the house on the West and North sides of the house without permits; there was a permit applied for in September 2009 to enclose garage into res unit permit # T09CM02575 but it has not had any inspection done on any of the work and the work looks to be completed before the permit was applied for. The addition on the West side was being use as a room for someone to live in, it did not have any water or a restroom, the power was done without permits, it was boarded by the crew and posted. The property is in foreclosure and will remain boarded and vacant until the property is fixed. The renter was taken to TMC by TPD officer Gold and she was told she could not go back to the property unless TPD or Inspector Smith was called and could meet her there. TEP turned off all the power to the property by removing the meter Talked to Tracy and she said to keep it boarded until the bank or a new owner could fix the property. Need to check back in 90 days
