Arrived and upstairs unit had broken water line and flooded down stairs units. Water lines were cut from #259 to #256. Management arguing with landlord of #256 due to nonpayment to management. They were disconnecting water to unit so it could not be used. A dresser coupling was installed for temporary use and appears it slipped due to did not match pipe material. Met with management and advised that they can not cut water to unit from another unit. Advised that they to separate individual unit to remove water to certain unit. Tenant went to sister's unit at #260 and will stay there until water restored. Did posting to unit of "DO NOT ENTER". Photos taken.
