Date Description Inspector Results Comments
02/04/2009 INSP - INITIAL CODE ENFORCMENT Approved This incident was an emergency call to a house fire. Fire cause investigation was inconclusive at the time of the fire; however investigators suspected an electrical malfunction.
Upon my investigation I discovered the residence to have a 60amp service, most likely installed at original construction in 1963/64.
The main service meter-block was double-lugged to supply power to an electric clothes dryer according to the owner. In addition there was a detached garage in the north-east corner of the rear perimeter yard which was being supplied with electricity from the same 60 amp service as the main residence. No development records available via DSD's PRO website to indicate whether the detached garage was built with permits and inspections. Indications at the site suggest it was built without permits. There are 8 JMV's in the rear yard and at least one in the garage. There are multiple motorcycles and other miscellaneous trash and debris in the rear yard as well. All of which were destroyed in the fire. The fire extended into an enclosed porch at the rear of the main dwelling however did not extend into the living area of the home. The interior of the residence was slightly damaged by smoke and firefighting operations. The interior of the home was exceedingly unsanitary. There were at least cats that I saw while inspecting the interior. The odor of animal urine and feces was very strong, almost overwhelming. Two adults, the owners, were living in the home at the time of the fire. Due to the unknown extent of damage to the electrical system and the fact that the service drop was insufficient and sub-standard per code I had TEPCO pull the meter and disconnect electrical service to the residence. I explained to the owner, Shirley Apalategui, that an electrical service upgrade would be required prior to being reconnected to TEP. I directed her to DSD for permits and will require a licensed electrical contractor to perform all work to the electrical system. A demolition permit will be necessary for the remaining portion of the detached garage and the balance of the vehicles, trash, debris and other items damaged by fire must be removed and disposed of appropriately.
