CONTACT WITH TPD OFFICER MORKEN (247-2737) PROVIDED BACKGROUND IN THAT THE OWNER AND TENANT HAVE BEEN ADVISED OF THIS VIOLATION PREVIOUSLY AND HAVE NOT ABATED; PROBLEM IS ONGOING. NOV FOR LACK OF UTILITIES AND USE OF EXTENSION CORD POSTED ON BOTH UNITS, ALONG WITH NOTICE OF EMERGENCY ABATEMENT FOR LACK OF UTILITIES TO UNIT 4435; THEY HAVE TO REMOVE THE CORD AND VACATE BY 10/28/08 OR HAVE THE UTILITIES TURNED ON. IT WAS ALSO OBSERVED THAT THE OWNER HAD POSTED A "FORCIBLE DETAINER SUMMONS AND COMPLAINT" DATED 10/24/08 FOR A TRIAL DATE OF 10/31/08 TO RECLAIM THE PROPERTY AND FEES.
