There is much graffiti, storage, clutter, trash, debris, weeds, dead and unattended vegetation. If this were a private property I would indeed issue a Notice of Violation. However this is a government owned property. TUSD is the owner and has an agreement with World Care to occupy and use the facility. Attached is a document from former Zoning Administrator, Walter Tellez, discussing specifically the property in question. I spoke with a person named Kathy at TUSD's Engineering Department this morning who confirmed TUSD as the owner and World Care as the occupant. She gave me the name, Bryant Nodine and suggested I send a letter to Mr. Nodine describing the problem(s) and he would attempt to get them corrected. I spoke to Bill Balak and Wayne Bogdan of COT Development Services and they advised me that the city has no jurisdiction over public schools. This school in particular had a political sensitivity issue and that is the reason Walter Tellez rendered an interpretation on this property. I can draft a letter for Mr. Nodine identifying the issues and see what kind of resolution he is able to effect. Beyond that I believer this to be a political matter best handled by DNR Administration and Mr. Leal's Office. I will await direction from supervision prior to proceeding. |
